PARISH COUNCIL NOTES
From the meeting held 1st December 2005 in the
Village Hall
Joint runner-up as Wilts. Best Kept Village 2005
Mr. Francis Taylor, Chairman of the South Wiltshire Group
of the Campaign to Protect Rural England (CPRE),
presented two certificates: Whiteparish first in the
South Wiltshire round, and joint second in the Wiltshire
county round of the Best Kept Large Village 2005. Two
prizes were also awarded for the latter achievement: a
cheque for £62.50 and a framed certificate from Calor,
sponsors of the award. Mr. Taylor stated that Whiteparish,
as a winner, is not eligible to enter the competition in
2006 but we must keep up the good work as we will be
automatically entered in the "winner of winners"
category! The Chairman thanked Mr. Taylor for coming.
Matters Arising from last meeting
There have been no applications for the job of cleaning
up around the bus stop opposite the shop. To be re-advertised.
A letter received from Biffa about the gas extraction on
the Southampton Road Site. This matter to be raised at
the next Biffa Liaison meeting.
It was decided not to proceed with the request for a
streetlight on the footway between the houses from
Ashmore Close to Green Close. Although the area is very
dark, there would be light pollution for the adjacent
houses and there is a possibility it would become misused
by skateboarders.
Rights of Way
Footpath 3 (which runs alongside Newton Lane, just inside
the hedge) has now been completed with 5 kissing gates
installed. It runs from just behind Newton Close to the
track leading in to White's Park Equestrian Centre (next
to The White House). A letter of thanks to be sent to the
WCC Rights of Way Warden. This is now a much safer way of
walking from the A27 towards the A36. However, there
still remains rubbish and brambles blocking the start of
the path; Dave Boakes to contact Bob Chequer at SDC to
arrange a site visit, with a view to having this cleared
up.
Finance
It was agreed to request a precept of £12,000 from SDC
for 2006/07 to cover the running expenses of the Parish.
Whilst the PC has substantial financial reserves, it was
felt that these would be needed for community projects.
Planning
It was agreed to write to the proposed developer of the
site adjacent to the Surgery that the PC have no
objection to the proposed outline scheme, as long as the
building is subservient to the church and conforms with
other nearby properties on Common Road.
Speeding
Jenny Foster had arranged for the police to carry out a
survey of vehicle speeds in the village. The meter was
down on the A27, at the Meadow Court end, between 9th and
20th October and a total of 20,000 vehicles were recorded.
The mean speed of vehicles overall was 35 mph with an 85th
percentile of 42 mph. In the Romsey direction figures
were 38 mph (mean), 45 mph (85%); in the Salisbury
direction 32 mph (mean) and 39 (85%). At weekends the
figures dropped slightly, although on Sunday afternoon
between 1300 and 1400 there appeared to be an increase in
those vehicles exceeding 40 mph, when compared to
weekdays. During the night, 0100 to 0700, throughout the
period of the survey the figures were 39 mph (mean) and
49 mph (85%) in both directions. Average number of
vehicles at night was only about 3 or 4 per hour. Peak
hours were 0800 to 0900 and 1700 to 1800 when 150 to 200
vehicles per hour were recorded.
The police believe that these figures do not warrant
traffic calming measures or flashing lights. There would
be complaints about noise and appearance. There is very
little accident history and the cost of such measures
would not be justified. However, further speed
enforcement checks will be carried out by local Alderbury
officers and traffic officers. The Camera Road Safety
Unit will also be informed.
Whiteparish Educational Foundation
Jenny Threadgold reported on the recent meeting. Not many
applications for funds are received; this charity exists
to help Whiteparish residents of any age with expenses
for education.
Possible joint building on Memorial Ground
Dave Boakes, Margaret Tarrant and Jenny Threadgold agreed
to represent the PC on the new joint committee. Dave to
arrange a meeting as soon as possible.
Next Meeting
Villagers are very welcome to attend the next Parish
Council meeting at 7.30 pm on Thursday, 12th January 2006
in the Village Hall where they will be able to speak at
the discretion of the Chairman. Please contact the Clerk
or any councillor if you can't attend and wish to raise
any village matter.
