PARISH COUNCIL NOTES
From the meeting held 13th October 2005 in the
Village Hall
Rights of Way
The start of footpath 3 (which runs alongside Newton Lane,
just inside the hedge) is on SDC land and still remains
blocked by flytipping covered by weeds and brambles.
District Councillor Leo Randall to follow this up with
SDC. The tree blocking footpath 30 (Pill Hill) has been
cleared. Hedges along footpath 22 (from Romsey Road to
Miles Lane) have been removed. This was reported to SDC
Enforcement but, after investigation, it was decided that
no action could be taken, as the hedges involved were not
covered by the Hedgerow Regulations.
Finance
R2 development money of a total of £29,133 is now
available for sports facilities in the village; there is
approximately half each allocated for childrens' and
adults' facilities. It was agreed that, on receipt of a
formal request from the Memorial Ground Trust, a
contribution towards the cost of the upgrading of the
childrens' playground could be made. The MGT to be
informed of the expiry dates for some contributions; if
money is not claimed within five years, it is returned to
the developers.
It was agreed to hold a Finance Committee meeting at 7pm
in the village hall just before the next Parish Council
meeting which is at 7.30 pm on Thursday, 1st December.
The main agenda item will be to recommend a budget for
2006/07.
Environment
Mr. Ted Lawes has to resign from his job cleaning around
the bus stop in the village centre due to ill health.
Councillors stated that Ted's work has been excellent and
is very much appreciated. The job to be advertised.
There have been complaints from villagers about bonfires.
Please be considerate of your neighbours when you have a
bonfire and consider the wind direction. Garden refuse
only should be burnt - not plastic or anything else which
would produce toxic fumes.
Mobile food vans have recently started parking on the
outskirts of the village. WCC to be asked to take action
as these vans may encourage more heavy traffic through
the village. There is also a safety issue.
Biffa to be asked for the technical reason for standpipes
which protrude a long way above ground level on the waste
site on the A36 and are very unsightly.
A request for a streetlight on the footway between the
houses from Ashmore Close to Green Close has been
received. The cost to be ascertained and debated at the
next meeting.
Planning
The appeal by Cleansing Services Group to increase the
output from the Brickworth Quarry was dismissed. The
Clerk was requested to write to ask WCC to enforce
existing conditions on the site.
Memorial Ground Trust/Village Hall
As there have been changes in the membership of the MGT
and the Village Hall Management Committee and there have
been difficulties for each charity to obtain new
facilities, the idea of the project involving a joint
building on the Memorial Ground has again been raised.
This would serve the purpose of a sports pavilion and
also a village hall. It has been agreed to hold a private
meeting of the two charities to discuss whether there is
any commonality of cause between these two organisations.
The meeting is to be chaired by Trevor King, Chairman of
the Parish Council, and Parish Councillors are to attend
because the PC is the custodian trustee of both charities.
Although the public are not invited at this early stage,
there should be a report of the meeting in the December
issue of Steeple and Street.
Sport
A meeting to be held in the City Hall, Salisbury on
Tuesday, 22nd November at 7pm to launch the Wiltshire
County Physical Activity and Sports Strategy. This will
be of interest to all involved in the provision of sports
and play facilities. More details on noticeboard; apply
to clerk for application form.
Next Meeting
Villagers are very welcome to attend the Finance
Committee meeting at 7 pm as well as the next Parish
Council meeting at 7.30 pm on Thursday, 1st December 2005
in the Village Hall where they will be able to speak at
the discretion of the Chairman. Please contact the Clerk
or any councillor if you can't attend and wish to raise
any village matter.
