PARISH COUNCIL NOTES
From the meeting held 1st September 2005 in the
Village Hall
Rights of Way
An enquiry had been sent to the Rights of Way Officer at
WCC asking about reports received about bridleway no. 30
(Pillow Lane) (lane running up Pill Hill next to Lascars).
A letter received in reply confirming that WCC have
received a claim to upgrade Bridleway no. 30 Whiteparish
and Bridleway no. 14 Grimstead to a byway open to all
traffic. Historical evidence of vehicular use has been
provided and is listed in an attachment to the letter, as
is an explanation of the process necessary to change the
definitive map. However, WCC have been inundated with
such requests and do not expect to be able to start
investigating the case for some time, probably years.
Once investigations begin, consultation will take place
with landowners, statutory consultees and other
interested parties (which includes the Parish Council).
Residents of Pill Hill attended the meeting and expressed
their strong opposition. The Chairman stated that the
Parish Council had not yet debated the matter but would
probably also be against the proposal.
The start of footpath 3 (which runs alongside Newton Lane,
just inside the hedge) is on SDC land and remains blocked
by flytipping which has now been covered by weeds and
brambles. WCC Footpath Warden to be asked to liaise with
SDC to get the rubbish removed and restore the start of
this path.
Signage of Whiteparish from A36 via Common Rd
The WCC Travelwise Manager is still progressing a request
to the Highways Agency to replace signs to Whiteparish
with "Cowesfield". This was a suggestion which
followed the School Travel Plan development and which
will enable locals to identify the turning but discourage
through traffic/non-local traffic from using Common Road
which is narrow and passes in front of the primary school.
Clerk to follow this up.
Environment
Comments were made about how good the flower tubs in the
centre of the village have been looking and a letter of
thanks to be sent to the manager of Courtens Garden
Centre for filling the tubs and watering them every other
day throughout the summer. Mr. Brian Ling of Churchview
Cottages very kindly took over the watering for two weeks
while Chris went on holiday. Also there are many hanging
baskets provided by villagers, especially the two outside
the shop, and we all appreciate the contributions
everyone has made to Whiteparish winning the South
Wiltshire round of the Best Kept Village in Wiltshire.
Planning
Concern had been expressed by a villager(s) that the
application now being submitted for a new village hall (on
the site of the old one) included an overflow car park on
the Memorial Ground which could cover part of the cricket
pitch. The Chairman informed members that this car park
had already been approved by SDC in two previous planning
applications (in 2002 for a new sports pavilion and
recently as an overflow car park for a refurbished
village hall). He agreed that the map on the website
accompanying the planning application for a new hall had
been vague and this has now been corrected.
Memorial Ground Trust
The broken fence is not covered by the Parish Council
insurance (it was possible to insure only against animal
or vehicle damage on the policy). Quotes to be obtained
for the work.
The Chairman reported on the progress of the sale of the
piece of land next to the Surgery for development.
Considerable delay had been caused by the solicitors to
the Parish Council. This has now been sorted out. A
defined right of way through the car park to the property
has been agreed with the prospective buyer and the sale
is now progressing.
Probation Service looking for work projects
John LeQuesne reported that the Probation Service is keen
to hear of suitable projects for their unpaid workforce,
people being dealt with under community orders. These
projects could be for organisations or individuals in
need of help with unskilled jobs and the work content
should be a day's work for six people from 9.45 am to 3.30
pm. If you are interested please call the SDC Community

Next Meeting
Villagers are very welcome to attend the next Parish
Council meeting which will be held at 7.30 pm on Thursday,
13th October, 2005 in the Village Hall where they will be
able to speak at the discretion of the Chairman. Please
contact the Clerk or any councillor if you can't attend
and wish to raise any village matter.
