PARISH COUNCIL NOTES
From the meeting held 21st July 2005 in the
Village Hall
Matters Arising from last meeting
Temporary stock-piling of top and sub-soils as part of
the restoration scheme at Biffa Landfill Site,
Southampton Road - Notification received that the soils
stock-piled are suitable for the purpose and so capping
is proceeding. A detailed soil analysis has been received
from the Environmental Agency, via Whiteparish
Preservation Group. Ashmore Close - potholes have been
filled and two more dropped kerbs added. These do not
totally meet residents' needs and WCC to be asked to
install two more when finances allow.
Risk Assessment
A document detailing possible risks which may face the PC
and methods of control had been drawn up by the Clerk and
the Chairman. Risk management is not just about financial
management; it is about achieving the objectives of the
organisation to deliver high quality public services. The
failure to manage risks effectively can be expensive in
terms of litigation and reputation, the ability to
achieve desired targets and eventually the local
community's Council Tax bills. Members approved the risk
assessment document.
Rights of Way
Dave Boakes reported that the vegetation on the footpath
running from opposite the church to Dove's Lane has been
cut by the landowners. However, although landowners have
a responsibility to keep footpaths on their land clear,
this means cutting back brambles, thistles and nettles
and maintaining stiles/gates. There is no legal
requirement for grass to be cut as this does not block
the footpath. Indeed with so many paths in Whiteparish,
it is impossible for all to be kept cut back to such an
extent.
There have been reports that Downton 4x4 club have made
an application for Pillow Lane to be a by-way. A notice
which has been erected to be inspected.
Environment
Litter, which includes two old toilets, was reported
along the verges of Common Road. The Clerk to arrange for
removal.
Planning
Two planning applications had been received via SDC with
the forms incorrectly/inadequately completed. This to be
pointed out to the Planning Dept. with a request for
correction.
Memorial Ground Trust
Sarah Hornby gave a report of the meeting held 18th July
2005. There was a review of the year's work and the
accounts were presented and approved at the AGM which was
followed by an ordinary meeting of the Trust. The
viability of constructing a multi-use games area was
discussed as the usage of the tennis court has gone down.
The corner of the fence around the piece recreational
ground adjacent to the memorial ground has been broken
down and used as a gate. Enquiries to be made with the
insurance company to see whether this would be covered.
Ownership of village hall site & memorial
ground
For the benefit of newcomers to the village, the Parish
Council wishes to clarify the ownership of the village
hall site and the memorial ground. After recent
consultations with the Charity Commissioners, there is no
doubt that the Parish Council owns both sites.
Southern Area Community Plan
John LeQuesne commented that he found the newly issued
community plan disappointing. A lot of work by the Parish
Council had gone into collecting and providing
information so that appropriate plans could be drawn up
to make improvements in the local area. Nothing concrete
has emerged. Richard Britton, District Councillor, agreed
that it was not democratic and that there was no
mechanism for translating any of the plans into action.
However, this plan may be overtaken by the newly set up
Local Development Forum and the Statement of Community
Involvement which is being drawn up.
Licensing Hours at the Kings Head
The landlord of the Kings Head attended the meeting. He
explained that all licensed premises need to apply for a
new licence from Salisbury District Council, who now
carry this responsibility. Previously, if an
establishment wanted to stay open longer/later for a
special function, an application for extension of
licensed hours had to be made each time. From November
there will be only one licence issued for each premises
which must cover all eventualities; there will be no
opportunity to apply for occasional extensions so he is
applying for longer opening hours but may well not use
this most of the time. Only residents living or working
within 500 m of the pub may object. However the situation
can be reviewed after, say, six months if there are
complaints to SDC.
Next Meeting
Villagers are very welcome to attend the next Parish
Council meeting which will be held at 7.30 pm on Thursday,
1st September, 2005 in the Village Hall where they will
be able to speak at the discretion of the Chairman.
