PARISH COUNCIL NOTES
From the meeting held 16th August 2001 in the Village Hall

Matters Arising from last meeting
Clay Street - Some residents have cleared the ditches which should aid drainage but further work to be left until building construction finished. Safe walkway to the school - a report on proposed scheme should be received from Ringway Parkman by end September. BKG are still parking trailers on the old garage site - being pursued by SDC Planning Enforcement. Cowesfield Nurseries - visibility has now been approved adequate by SDC Planning Enforcement. Missing footpath sign from Common Road to Blaxwell Lane has been reported; a temporary yellow arrow marks the spot.

Skateboard Park
A letter of thanks had been received from a parishioner for the excellent facility.

Environment
A reply had been received from MoD about low-flying helicopters including a leaflet explaining that realistic training for low-flying is vital practice for emergencies where aircraft have to avoid enemy radar. Strict controls are in place and a full report on the incidents in Whiteparish to be compiled by the RAF police.
Footpath from Romsey Road to Miles Lane is on a list to be cleared by contractors.

Planning
The planning approval process has been altered in August due to SDC staff holidays; PC keeping a strict eye on this. The PC application for a house on land adjacent to the Surgery has been refused due to the access to Common Road. It was decided to appeal to the Planning Inspectorate on this decision and at the same time to make another, separate, application to SDC for a house on the site with access through the Surgery car park. The money from this development is to be used towards the Sports Pavilion and the two processes to run simultaneously to save time. A large camper van parked on Mr. Webbs old site is being investigated. No permission is needed for the access being constructed to the layby on Brickworth Road.

Parish Council Youth Development Officer
The appointment of a PC Youth Development Officer was raised at the Memorial Ground Trust meeting. After some discussion, the PC agreed that there was no-one suitably qualified and that any member of the public can attend PC meetings to make suggestions for any age group in the village. There is also an SDC officer especially appointed to help in such work.

Speeding in the village
The possibility of speed cameras in the village to enforce the 30 mph limit to be raised at the next Police Community Consultative Committee meeting in September.

Funding for classroom extension at School
The PC voted unanimously to donate £1000 to the school for the building project; in addition, the possibility of making a loan/bond to be investigated.

Parish Council Website
PC Alan Day has suggested a police page and this is to be investigated and it is hoped to include a report on local incidents. This would also appear in PC notes.

Moor Farm Landfill site
Two councillors were appointed to the liaison group to be formed with the operators CSG (Cleansing Services Group). It was agreed that CSG could start landscaping the entrance to the site this autumn.

Next Meeting
To be held on Thursday, 20th September, 2001 at 7.30 pm in the Village Hall. Villagers may speak at the discretion of the Chairman. Please contact the Clerk or any Parish Councillor if you can't attend and wish to raise any village matter.
