A meeting of West Dean Parish Council was
held at 7.30pm on 7th December 2004 in King George's Hall.
Present: Mrs J Gimpel (Chairman), Mr P
Dawkins (Vice-Chairman), Mr P Hargrave, Miss C Warry, Mr
M Rowe, Mrs P Parsons, Mr R Parsons (Clerk), PC Henry
Clissold, WCC Community David Bunting, Salisbury District
Cllr Chris Devine, and two members of the public.
Apologies were received from District and County Cllr
Bill Moss and Mrs S Gruzelier.
84/04 WCC Community Planner: The
Chairman welcomed David Bunting from Wiltshire County
Council.
85/04 Declaration of Interest: None.
86/04 Minutes of the PC meeting held on
14th September were agreed and signed by the Chairman.
87/04 Report from Alderbury Police: PC
Clissold reported that there had been a number of
agricultural machinery thefts in the area. It is believed
that heavy metal items have been targeted for their scrap
value. Parishioners are asked to be vigilant and report
any unusual HGV activity. He reaffirmed the ever-present
risks from distraction burglaries, in particular persons
posing as utility or other officials. Also theft of and
from vehicles should be guarded against.
88/04 Playingfield Notice: The Clerk
produced photographs of metal signs erected in the
Alderbury Playingfield. A local firm had manufactured
these and a similar sign for West Dean would cost between
£180 and £240, depending on the method of installation.
Members agreed in principle to this format and Cllr
Hargrave agreed to draft some appropriate wording,
referring to WALC for advice. Members agreed to fund the
playingfield notice from reserves.
89/04 Village Noticeboard: The Clerk
referred to the SWAGrant of £250 that had been awarded
for a Village noticeboard. The total project cost had
been estimated at £326 but so far only £150 had been
incurred. The proposed map that was to be placed on the
reverse side of the Noticeboard has yet to be completed.
The Chairman commented that she hoped more information
could be prepared and published on the Noticeboard. eg
Post Office opening hours.
90/04 Sandbags: Members were concerned
that the Village Hall annex floods in winter and was not
ideal for the storage of sandbags. It was agreed that an
attempt should be made to find an alternative site for
storage.
91/04 MoD Site at Dean Hill: The
Chairman reported that the former owners issue is being
addressed and that Defence Estates are keen to sell the
site as a single entity. Consultations are ongoing.
92/04 Hillside Close: The Chairman
reported that Defence Estates might decide to auction the
remaining houses. Testway Housing Association has been
informed and will offer to purchase the houses prior to
auction.
93/04 Street Lighting: The Chairman
reported that she had been in consultation with Hampshire
County Council about the continued provision of street
lights once Defence Estates has completed the sale of all
the properties in Hillside Close. Although HCC has a
policy of no street lighting in rural areas, it is
probable that the established lighting scheme will be
upgraded and that HCC will take responsibility for the
whole estate.
94/04 Dean Hill Sports & Social Club:
Cllr Dawkins reported that with effect from April 2005, a
clause would be introduced into the lease enabling
Defence Estates to give three months notice of
termination. There will be an open meeting on Friday, 28th
January to decide the club's future.
95/04 Sawmills signage: The Chairman
reported that she had been liaising between East Bros and
the Salisbury Joint Transportation team. It has been
agreed that a sign identifying 'West Dean Sawmill' will
be added to the existing finger post. The cost is likely
to be about £90 and members agreed that the PC should
contribute half.
96/04 Rural Focus: Members agreed to
subscribe to this publication at £24 per year.
97/04 War Memorial: Refurbishment was
completed in time for Remembrance Sunday. The Friends of
War Memorials Charity contributed £150 and £350 was
awarded from SDC's SWAG scheme. The balance of £75.80p
will be funded from money donated to WDPC by relatives of
those people mentioned on the Memorial.
98/04 Wiltshire Waste: The Chairman and
the Clerk had attended the waste consultation meeting in
Downton on 15th September. Household recycling in the UK
must increase from 20% to 33% by 2006 or financial
penalties will be incurred. WCC is introducing several
initiatives to help increase recycling rates.
99/04 Green Recycling: Wiltshire
Wildlife Trust is running a scheme for shredding garden
waste. Provided a suitable site can be found locally, WWT
will bring a heavy-duty shredder for single days in
Spring and Autumn.
100/04 Recycling Skips: SDC
Environmental services have offered to install, adjacent
to the other skips outside the Village Hall, three
recycling skips for glass bottles. The Village Hall
Committee has approved a trial period.
101/04 Village Access Rights: Cllr Warry
reported that the second Public Inquiry had confirmed the
decision of the first. A further 42 days must elapse from
12-Nov-04, during which valid objections may be submitted.
A decision about a Public Inquiry for the land in
Hampshire will be taken at the HCC Regulatory Committee
meeting on 5-Jan.
102/04 Licensing Act 2003: Cllr Hargrave
had prepared a response to this consultation. WDPC would
expect to be consulted about any application for the
licensing of any event extending beyond midnight.
103/04 The Wiltshire Charter for Local Councils: Consultation
is still ongoing.
104/04 Beacon and 200 year Anniversaries:
Members resolved to discuss this at a future meeting.
105/04 River Maintenance: This has now
been completed.
106/04 Conference: Cllr Gruzelier had
produced a report of the funding conference that she had
attended and found most enlightening. Funds are available
to determined groups with sustainable projects. An
information pack is available. Members agreed to
reimburse the conference fee of £30.
107/04 Budget for 2005/06: Members
reviewed the prepared budget that indicated a precept of
£5000. Members resolved to issue a precept on Salisbury
District Council of £4,500.
108/04 SDC Independent Parish Remuneration Panel:
Members resolved that the recommendations for travel and
subsistence reimbursements would not be relevant to WDPC
because members would not be seeking the recovery of
travel and subsistence costs incurred on official Parish
Council business.
109/04 Donations: Members agreed to pay
£30 each to Citizens Advice Bureau and the Winged
Fellowship Trust.

111/04 WCC Parish Lengthsmen: Cllr Warry
will prepare for the next visit on 3rd / 4th February.
112/04 Footpath no.6 at Dean Chase: The
WCC Rights of Way warden is satisfied with the path's
dimensions.
113/04 Footpath no.8 into Hampshire:
Cllr Warry reported that once she had obtained sufficient
user evidence, landowners would be served with a notice
that should lead to the correct route being entered onto
the definitive map.
114/04 Planning: S/2004/2284 - FULL
APPLICATION at ORDNANCE HOUSE MOODYS HILL WEST DEAN.
Members will support this application. The two detached
houses in place of one will be an improvement.
115/04 Community Planning: The Southern
Area Community Plan is being redrafted following
consultation. The Chairman proposed that this should be
circulated when ready and references to West Dean checked
for accuracy.
116/04 Statement of Community Involvement:
Cllr Warry had responded to this consultation on behalf
of the PC.
117/04 Sustainable Development: SDC is
consulting on a draft document that planning applicants
would be required to complete to demonstrate the
sustainability of their proposed development. The
Chairman invited members to consider a response to this
consultation that runs until 13-Jan. Cllr Rowe agreed to
collate the responses from the other PC members and once
agreed by all Councillors, submit to SDC on behalf of
WDPC.
118/04 The next PC meeting is scheduled
to be held at 7:30pm on Tuesday, 8th February 2005.
