A meeting of West Dean Parish Council was
held at 7.30pm on 15th September 2004 in King George's
Hall.
Present: Mrs J Gimpel (Chairman), Mr P
Dawkins (Vice-Chairman), Mrs S Gruzelier, Mr P Hargrave,
Miss C Warry, Mr M Rowe, Mrs P Parsons, Mr R Parsons (Clerk),
and four members of the public. Apologies were received
from District and County Cllr Bill Moss and Salisbury
District Cllr Chris Devine.
53/04 Declaration of Interest: None.
54/04 Report from Alderbury Police: PC
Clissold, who had recently been transferred from
Salisbury to Alderbury and who would in future be
responsible for West Dean, reported that West Dean was a
'low crime' area. Parishioners need to be vigilant and
report any unusual occurrences including car registration
numbers. Private property should be marked so that, if it
ever became the target of a burglary, it would be
identifiable.
55/04 Minutes of the Annual PC meeting
held on 11th May, having been circulated, were agreed and
signed by the Chairman. It was agreed that, in future,
the Clerk would forward the draft minutes to the Chairman
within 14 days of a meeting and that, once approved, they
would be distributed to all Councillors immediately. Action:
The Clerk.
56/04 Playing Field Noticeboard: No
designs were available for members to approve. The Clerk
was instructed to obtain quotations and designs as a
matter of high priority. Action: The
Clerk.
57/04 Sandbags: These have deteriorated
and SDC has provided replacement bags.
58/04 Village Noticeboard: This has now
been completed. The footpath map on the reverse is still
pending.
59/04 MoD Site at Dean Hill: The
Chairman reported that the public consultation exhibition
in the Village Hall on 15-Jul had been well attended and
that the Planning Position statement produced jointly by
SDC and TVBC had been adopted as Supplementary Planning
Policy Guidance. Marketing of the site will likely begin
in Spring 2005.
60/04 Hillside Close: Cllr Dawkins
reported that, of the houses sold by Defence Estates,
four were owner occupied and two were occupied by tenants.
Several are still for sale. Action: Cllr
Parsons agreed to deliver welcome packs.
61/04 Youth Facilities and Development: Cllr
Gruzelier reported that plans for the new facilities had
progressed to the stage where quotations from suppliers
had been requested. The Lockerley Youth Club is proving
to be popular.
62/04 Sawmills signage: Cllr Rowe
enquired if WCC highways had been able to provide a
solution. The Clerk reported that the Salisbury Joint
Transportation team is considering WDPC's request for
signage. Action: The Clerk to ascertain
the current position.
63/04 Hog Roast: This was well-attended
and 180 villagers and guests were fed. Several letters of
thanks had been received by the Chairman.
64/04 War Memorial: All of the grant
money has now been received and the refurbishment will
soon be completed. Action: The Clerk to
contact Lockerley Stone to find out when the work will be
completed.
65/04 WCC Consultation: The Chairman
agreed to attend the waste consultation meeting on 15-Sep.
66/04 Village Access Rights: Members
resolved to instruct a barrister to represent the PC at
the forthcoming Hampshire County Council public inquiry.
Some members of the community are prepared to donate
money to the Parish Council so that the full cost will
not have to be funded from future increases in the PC's
precept.
67/04 SDC Independent Parish Remuneration Panel: Members
agreed to discuss the recommendations at the next meeting.
68/04 Annual Return 2003/04: Members
were able to answer each question in the affirmative.

71/04 WCC Parish Lengthsmen: Cllr Warry
reported that the majority of the identified maintenance
had been completed satisfactorily and that she will be
preparing for the next visit on 1st/2nd December.
72/04 Footpath no.6 at Dean Chase: A
report from the WCC Rights of Way warden is awaited. The
path appears to be adequate although it is difficult for
dogs to exit at the field end.
73/04 Footpath no.8 into Hampshire: Cllr
Warry reported that her research had revealed that
walkers have used alternative routes during different
periods of recent history. This has led to different
routes being recorded on the maps produced at different
times. Cllr Warry is continuing to collect user evidence
so that the correct route can be determined.
74/04 Access to Footpaths: The Chairman
reported that she had received several enquiries about
access for dogs to the parish's footpath network. Whilst
there is no obligation on landowners to provide easy
access, members agreed to make approaches regarding the
possibility of dog friendly access.
75/04 Licensing Act 2003: Cllr Hargrave
agreed to formulate a response to this consultation.
76/04 Planning: S/2004/1700 - CERT.LAWFUL
D'MENT - USE OF LAND FOR RESIDENTIAL PURPOSES BY WAY OF
THE SITING OF A CARAVAN AND ANCILLARY USE OF CONVERTED
RAILWAY CONTAINER at LLAMEDOS DEAN HILL WEST DEAN.
Members confirmed that they had been able to verify the
statements made by the applicant. Councillors had no
objections to the application.
77/04 Rural Focus: Cllr Warry had
identified some articles about rural regeneration. Once
the MoD site at Dean Hill has been sold, the Parish
Council may appreciate relevant information from this
source. The Chairman had also found the publication
useful and it was agreed that a decision about
subscribing would be made at a future meeting.
78/04 The Wiltshire Charter for Local Councils: The
Clerk reported that each of the three tiers of local
government have statutory duties that they must carry out
and statutory powers that enable them to provide
additional services. The Charter is intended to ensure
that there is an obligation on each tier to be aware of
the other's intentions and to attempt to form a co-ordinating
strategy. Wiltshire Association of Local Councils is
seeking feedback from member councils to ensure that the
content is as relevant as possible to local needs.
79/04 Correspondence: Members agreed
that the method for circulating correspondence was
working well. The Chairman had reviewed the comment
sheets and believed that there was no other issue needing
to be discussed.
80/04 Church Car Park: The Chairman
reported that the landowner had agreed to gift an area of
land north of St. Mary's Church to form a car park.
81/04 Beacon: Cllr Warry reported that
local councils are being encouraged to celebrate the
Battle of Trafalgar on 22nd/23rd October 2005 by lighting
Beacons and organising a feast of local produce. Cllr
Hargrave suggested that this event could be amalgamated
with the Harvest Supper. Members agreed to consider this
at a future meeting.
82/04 River Maintenance: Cllr Rowe
reminded members that the riverbanks need to be cut back.
Cllr Hargrave agreed to ascertain river-cleaning dates
from the Environment Agency.

83/04 The next PC meeting is scheduled
to be held at 7:30pm on Tuesday, 7th December 2004.
The meeting closed at 9:20pm
