A meeting of West Dean Parish Council was
held at 7.30pm on 11th February 2003 in King George's
Hall.
Present: Mrs S Gruzelier (Chairman), Mr
P Dawkins (Vice-Chairman), Mr P Hargrave, Miss C Warry,
Mr M Rowe, Mr R Parsons (Clerk) and two members of the
public.
01/03 Public Comment: General concern
about the poor state of road maintenance.
02/03 Declaration of Interest: None.
03/03 Minutes - of the 3rd December
meeting, having been circulated, were agreed and signed
by the Chairman.
04/03 Matters Arising:
* Ref:30/02 - The Clerk reported that a quote in the sum
of £343 had been received from I N Newman Ltd to re-level
and chemically clean the War Memorial. Action: When a
comparable quote has been received from Lockerley Stone
and Masonry Ltd, the grant application can proceed.
* Ref:51/02 - Cllr Gruzelier hoped that the playingfield
improvements would be made before the Easter holidays.
* Ref:54/02 - Cllr Warry reported that the lengthsmen's
visit on 19th/20th December had been worthwhile.
05/03 Post Box: The Clerk reported that
Post Office Collections were prepared to consider re-siting
the postbox to improve accessibility. Action: It was
agreed that a request to lower and re-site the postbox
should be made.
06/03 Freedom of Information Act 2000: West
Dean PC acknowledges the duty placed upon it by the
Freedom of Information Act 2000 to adopt and maintain a
publication scheme. The PC resolves to adopt the Model
Scheme for Local Councils (Core Classes only).
07/03 Finance: * The Clerk produced
copies of a prepared budget that justified a precept of
£6,500 for 2003/04. The PC resolved to adopt the budget
as presented. This equates to £64.33p for Band D Council
Taxpayers.
* The PC approved the following payments:
R Parsons - Clerk's fee --- 146 -- £350.00p
08/03 Transport, Roads and Footpaths: *
The state of the road surface on the road to West
Grimstead is a matter of some concern. County Cllr Bill
Moss is organising a meeting during March to address
these issues. * Still no solution to the drainage problem
at the bottom of Moodys Hill from WCC Highways. Action:
the Clerk.
09/03 Planning: * S/2002/2051 - PRIOR
APPROVAL - INSTALLATION OF 1 EQUIPMENT CABIN at MOD
TRANSMITTING STATION DEAN HILL - Permission notice dated
10th Dec - situated in Whiteparish.
* S/2003/113,114,115 - FULL APPLICATION - BARN CONVERSION
TO FORM 2 DWELLINGS INCLUDING PART DEMOLITION AND REBUILD
OF SINGLE STOREY OUTBUILDINGS at PENN FARM, WEST DEAN,
SALISBURY - support without hesitation. Will provide much
needed rental accommodation.
* Weather Radar mast on Dean Hill - Councillors would be
concerned if this enquiry led to a planning application.
* Disposal of Defence Munitions Dean Hill depot - The
planning departments of both Test Valley Borough Council
and Salisbury District Council have organised a joint
consultation meeting with local Councillors at West Dean
Village Hall on Thursday, 6th March 6:00-9:00pm.
10/03 Public Inquiry into the status of land in
West Dean - is scheduled for 25th-27th February
in West Dean Village Hall. Cllr Gruzelier is very
concerned about the escalation in the cost of the
preparation for this, which is mainly due to the
prevarication of Wiltshire County Council. Support from
local people is helping to contain costs in the
preparation of the PC's presentation, for which the PC is
very grateful.
11/03 Correspondence: The PC noted the
following correspondence: * 26th Feb - Seminar on Commons
and Village Greens at County Hall, Trowbridge. * 21st Feb
- Deadline for Rural Floral Enhancement Scheme 2003 bids.
*19th Feb - Referendum Debate on the Creation of a
SouthWest Regional Assembly at Salisbury City Hall. * 18th
Feb - Seminar for prospective candidates in the District
Council elections on 1st May at Salisbury Guildhall. * 22nd
Jan - Agenda 21 AGM at Salisbury City Hall. * Monthly
circulars from WALC. * Minutes of WTPC meetings.
12/03 The next Parish Council meeting is
scheduled for Tuesday, 25th March 2003.
13/03 Any Other Business: Skips, funded
by SDC, will be made available in the village during
March.
