West Dean Parish Council

A meeting of West Dean Parish Council was held at 7.30pm on 3rd December 2002 in King George's Hall.

Present: Mrs S Gruzelier (Chairman), Mr P Hargrave, Miss C Warry, Mr R Parsons (Clerk), District Cllr Michael Hewitt and two members of the public. Apologies were received from Mr P Dawkins (Vice-Chairman) and Mr M Rowe.

47/02 Public Comment: * The road towards West Grimstead is in a poor state of repair. Action: Report to Clarence.
* Some parishioners are finding it difficult to access the Postbox by the bridge. Mud and debris collect on the edge of the road making it difficult to approach and the height of the letter opening makes it difficult for some people to reach easily. Action: the Clerk will explore possible solutions including lowering the box and/or making the ground higher.

48/02 Declaration of Interest: None.

49/02 Minutes - of the 10th September meeting, having been circulated, were agreed and signed by the Chairman.

50/02 Matters Arising:
* Ref:30/02 - The grant application for the War Memorial improvement is not yet complete. Action: the Clerk.
* Ref:42/02 - A letter from Wilts & Dorset Bus Co explained that the service to Tescos had been discontinued because during the week in June when the service was monitored, only two of the 36 departures were boarded by passengers. Action: WCC and the Highways Agency are providing experimental bus stops on the A36.
* Ref:44/02 - The flooding contingency plan newsletter organised by Cllr Gruzelier has been well received. A letter from a parishioner thanked those who had offered to make themselves available if a flooding situation developed. Another parishioner had verbally thanked Cllr Gruzelier for the way that the volunteer workforce had cleared and tidied the riverbed. This had significantly lessened the likelihood of flooding as recent experience has demonstrated.

51/02 Playing Field: * With the help of the SDC youth liaison officer, Cllr Gruzelier has been planning a mountain bike area in the corner of the playing field, at the request of young villagers. * An attempt to establish a youth club in the village hall has yet to attract enough volunteers to make it viable.

52/02 Freedom of Information Act 2000: * The PC has reviewed the guidance notes from the Information Commissioner and resolved to produce a publication scheme for presentation at the next PC meeting.

53/02 Finance: * A SWAG application has been made for a noticeboard. * The Independent Internal Audit of the PC's affairs was completed satisfactorily on 16th Sep and the External Auditor has subsequently approved the PC's accounts for 2001/02. * The PC agreed to the Audit fee of £50 plus vat. * It was resolved that the setting of the precept level for 2003/04, required by 13th Jan, would be delegated to the Finance Committee. * The PC approved the following payments:
Whitehead Vizard - Land Registry fee ---------- 143 ---------- £40.00p
Royal British Legion - Poppy Appeal ----------- 144 ---------- £25.00p
Mazars - Audit Fee 2001/02 -------------------- 145 ---------- £58.75p

54/02 Transport, Roads and Footpaths: Cllr Warry will co-ordinate the lengthsmen's visit on 19th/20th December. It was noted that the drain at the bottom of Moodys Hill often gets blocked causing a large puddle to extend past the centre of the road. Action: WCC Highways will be invited to suggest a solution.

55/02 Planning: * 3859 - PLANNING ENFORCEMENT in the vicinity of WINDRUSH - An enforcement notice was posted on 21st Nov inviting the owner to explain how the property is being used. SDC will react depending on the owner's response. * S/02/2098 - SUBDIVISION OF PROPERTY INTO TWO DWELLING UNITS at STATION HOUSE - no objection. The village needs affordable housing and this is an attempt to provide it. * S/02/2097 - NEW ROOF DESIGN AND EXTENSIONS at DEAN CHASE - no objection. * 11th Nov - S/02/758 - Planning Appeal Decision.

56/02 Race Relations: West Dean PC acknowledges the general duty placed on it by the Race Relations Act 2000.

57/02 Correspondence: The PC noted the following correspondence: * 25th Feb - Public Inquiry into rights of access at West Dean. * 21st Jan - Councillors' Training Seminar on Planning. * 20th Nov - Periodic Review of Election Wards by the Boundary Commission. * Presentation of the Community Planning Toolkit on 24th Oct. * Agenda 21 meeting at City Hall on 23rd Oct. * 26th Sep - Code of Conduct - Amendment to the Register of Interests. * Creation of Artworks for SDC.
* Monthly circulars from WALC. * Minutes of WTPC meetings.

58/02 The next Parish Council meeting is scheduled for on or about Tuesday, 11th February 2003.
