West Dean Parish Council

A meeting of West Dean Parish Council was held at 7.30pm on Tuesday, 26th March 2002 in King George's Hall.

Present: Mrs S Gruzelier (Chairman), Mr P Dawkins (Vice-Chairman), Mr P Hargrave, Miss C Warry, Mr M Rowe, Mr R Parsons (Clerk), District Councillor Michael Hewitt and no members of the public. 

13/02 Questions from the Public: None

14/02 Declaration of Interest: None. 

15/02 Minutes: The minutes of the Council meeting held on 12th February, having been circulated, were agreed with several minor amendments and signed by the Chairman. 

16/02 Matters Arising: 
* The Information Commissioner (IC) has been consulted for advice in respect of parishioners' requests for copies of documents held by the Parish Council that reference their personal details. Cllr Gruzelier has been advised that a request should be replied to within 40 days of the receipt of both the request and a fee of up to £10. The Clerk was concerned that the Parish Council should have notified the IC under the terms of the Data Protection Act 1998. He explained to the IC advisor that WDPC only dealt with issues and not with people and that if it became necessary to write a letter, a name and address would be copied from the publicly available electoral roll. On this basis he was assured that notification was not required. The advice from NALC is that if the Council holds personal data then it would be required to provide a description of the personal data and the purpose for which it is being held. Cllr Gruzelier and the Clerk will examine the Parish Council files for evidence that any parishioners can be identified from them and be prepared to provide copies of any that do. Action: Cllr Gruzelier and the Clerk.
* The Royal British Legion will be contacted about funding maintenance of the War Memorial. Action: the Clerk.
* It was noted that plans for celebrating the Queen's Golden Jubilee are in hand.
* Cllr Warry is continuing to research the evidence of footpath No.8 into Hampshire. Action: Cllr Warry.

17/02 Planning: * S/2002/488 - Full Application - Front and rear two storey extensions at 2, Forest Houses, Farley. To be reviewed later. * S/2002/584 - Tree surgery at Bridge Cottage - No objection. 

18/02 Transport, Roads and Footpaths: It was noted that the parish Lengthsmen would visit again on 1st/2nd May. Leaf debris on Rectory Hill could be removed. Action: Cllr Warry.

19/02 Code of Conduct: Following a discussion it was resolved that WDPC would adopt the Code of Conduct from 1st May 2002, subject to the addition of 'in connection with the member's official capacity' to the final paragraph.

20/02 Correspondence: The Council noted the following correspondence: * 20th March - Code of Conduct - Update No.1. * 15th March - Housing Strategy Statement 2001-2004. * 21st February - Community Safety - The Public Consumption of Alcohol. * 14th February - Invitation to participate in Local People's Recognition Event in April 2002. * Monthly circulars from WALC. * Minutes of meetings and correspondence from WTPC. 
There is general concern that correspondence is not being circulated promptly enough. Action: the Clerk.
It was agreed that Cllr Gruzelier and Cllr Hargrave would act as liaison contacts for the Council's flood prevention strategy. Two pallets of sandbags will be stored at the Dean Hill Munitions depot.

21/02 Finance: The Council approved the following expenditure:

R Parsons - Clerk's fee and annual expenses ------ 132 - £388.28p

22/02 The Annual Parish Council meeting is scheduled for Monday, 13th May 2002 and will be preceded by the Annual Parish meeting. 

23/02 Confidential Item: The Councillors considered the correspondence concerning West Dean Village Green and Public Rights of Access.
