West Dean Parish Council

A meeting of West Dean Parish Council was held at 7:30pm on Tuesday, 12th February 2002 in King George's Hall.

Present: Mrs S Gruzelier (Chairman), Mr P Dawkins (Vice-Chairman), Mr P Hargrave, Miss C Warry, Mr M Rowe, Mr R Parsons (Clerk), District Councillor Michael Hewitt and five members of the public.

01/02 Questions from the Public: It was reported that the MOD has still not put the vacant houses in Hillside Close on the market. Although this is their stated intention, it was thought that the delay might work in favour of the community's need for affordable housing. The Council will explore a strategy for lobbying the MOD. Action: the Councillors. It was reported that the War memorial in the Churchyard is in need of maintenance. Action: the Clerk.

02/02 Declaration of Interest: Nothing to declare.

03/02 Minutes: The minutes of the Council meeting held on 4th December, having been circulated, were agreed and signed by the Chairman.

04/02 Matters Arising:
* Cllr Warry reported that the Parish Lengthsmen visit on 23rd/24th January had been successful completed.
* Having considered the two letters that had been received by the Council in response to the consultation with villagers, the Councillors voted four to one in favour of proceeding with the fourth lighting column. The Clerk reported that the SWAG recommendation before the Southern Area Committee on 14th February was to award a grant of £900 towards the total cost of £1,168.
* Cllr Warry reported that she had received a reply to her letter regarding the dedication of footpath No.8 into Hampshire. The landowner has declined to give permission. Action: Cllr Warry.

05/02 Planning: Early in January it had come to the attention of the Parish Council that the owner of the Red Lion had requested that BT remove the Telephone Kiosk. In response to a large number of letters to the Payphone department, BT agreed to re-site the kiosk within the village. A meeting took place with a BT site manager on 31st January and the four Councillors present indicated that the preferred site is adjacent to the lighting column situated immediately to the north of the existing location. This is also most convenient for the required services. A planning application to SDC will have to be made and the Council was informed that the existing location would need to be vacated by the end of March, whether or not the replacement kiosk had been installed. Action: Cllr Gruzelier to ensure that BT submits the correct application.

06/02 Transport, Roads and Footpaths: It was noted that some road resurfacing work had recently been carried out within the village. Cllr Warry advised that she understood that full resurfacing would be carried out during the summer months. 

07/02 Code of Conduct: Salisbury District Council is holding a series of training seminars on the recently imposed Code of Conduct for Parish Councillors. Cllr Gruzelier agreed to attend at 6:00pm on Tuesday, 19th February in the City Hall. Other dates are 26th and 28th February at Antrobus House, Amesbury and Tisbury respectively.

08/02 Correspondence: The Council noted the following correspondence: * 5th Feb - The Personal Placements and Salisbury District Youth Awards. * 30th Jan - Follow up to Parish Council Seminar on 16th Jan. * 14th Jan - Salisbury Community Safety Partnership Strategy 2002/05. * 8th Jan - Wilts Wildlife Trust Questionnaire. * 21st Dec - Report of the SDC Parish and Town Council Liaison meeting on 5th Dec. * Monthly County Circulars from WALC. * Cllr Gruzelier read a statement that she would not be prepared to act as Council Chairman for the next and final year of the current Council. * A letter of thanks had been received from the organisers of the Community Web Initiative. * Minutes of WTPC meeting on 14th January and a copy of their letter to BT Payphone Customer Services supporting WDPC's request for re-siting the red Payphone box were noted. * The Clerk reported that he had acknowledged, on 18th January, the request from a parishioner for copies of documents held by the Parish Council that reference his personal details. A description of the parishioner's request has been sent to Wiltshire Association of Local Councils who in turn has forwarded it to National Association of Local Councils for procedural guidance. The existing advice from NALC is that parishioners and members of the public are only entitled to the contents of the Parish Council Minute book and everything else is privileged information. District Cllr Hewitt was able to confirm that this is similar advice to that offered by Salisbury District Council.

09/02 Queen's Golden Jubilee: A number of suggestions have been made and the Council will draw up a list for further consideration. Cllr Dawkins believes that this will be an opportunity for West Tytherley and West Dean to reinforce the historical bond of being part of the former Norman Court Estate. Action: Cllrs Gruzelier, Warry and Dawkins agreed to attend, on behalf of the Parish Council, a Jubilee organisers committee meeting on 14th February.

10/02 Best Kept Village Competition: It was agreed that an entry would be prepared. Action: Cllr Hargrave agreed to undertake this. * Following last year's success, it was agreed that a bid should be made under the 2002 Rural Floral Enhancement Scheme. Action: the Clerk will prepare a bid.

11/02 Finance: The Council approved the following expenditure:
Royal British Legion Poppy Appeal - Purchase of Wreath - 128 - £25.00p
WALC - Advisory leaflet ---------------------------------- 129 -- £1.37p

12/02 The next full Parish Council meeting is scheduled for Tuesday, 26th March 2002.
