A meeting of Grimstead Parish Council was
held at 7:30pm on 24th January 2005 in West Grimstead
Village Hall.
Present: Mr G Bayford (Chairman), Mr R
Amor (Vice-Chairman), Mrs R Clark, Mrs A Greville-Williams,
Mrs E Paramor, Mr A Woodley, Mr C Wilkinson, Mr R Parsons
(Clerk), SD Cllr Richard Britton, SD Cllr Leo Randall and
four members of the public.
Apologies: County Cllr Bill Moss.
1/05 Public Forum: A parishioner asked
about the availability of public reports of PC meetings.
The Clerk advised that, once approved, the full minutes
of each PC meeting were being published on the Internet.
2/05 Declarations of Personal Interest and of
Personal and Prejudicial Interest: Cllr Greville-Williams
declared a personal interest in matters relating to
Maypole Green.
3/05 Minutes of the meeting held on 13th
December were approved as a correct record.
4/05 Resurfacing at Maypole Village Green in East
Grimstead: Cllr Amor reported that the
contractor planned to commence work on either 8th or 15th
February depending on weather. It was agreed that members
of the PC should hold a site meeting with interested
parishioners to confirm the extent of the proposals.
5/05 R5 Designated Land behind West Grimstead
Village Hall: The Chairman reported that a
meeting in early February was being arranged with SDC
Planning Officers.
6/05 West Grimstead Recreation Ground: The
Chairman reported that the installation of the spring
rocker was proceeding, that the new goal net would not be
installed until a secure method of fixing had been
devised and that materials for the installation of the 3m
chain-link fence had not yet been delivered.
7/05 West Grimstead Recycling Skips: The
Chairman reported that SDC had agreed to upgrade the hard
standing and introduce three new skips for glass. The new
surface will be level with the surrounding grass.
8/05 West Grimstead Play Safety: Cllr
Clark reported that Playdale had yet to respond to the PC's
request for advice on the implementation of the RoSPA
safety recommendations.
9/05 West Grimstead Chalkpit: The Clerk
had drafted a letter to a solicitor in Salisbury,
requesting advice on a course of action to resolve the
land ownership issue. Members agreed that this was an
accurate representation.
10/05 WCC Parish Lengthsmen: Members
agreed a schedule of tasks for the visit on 1st / 2nd
February 2005.
11/05 Footpath No.10 at East Grimstead: An
unserviceable stile has been reported to the WCC RoW
Warden.
12/05 Roadside Hedgerows: Outstanding
hedge cutting will need to be completed before the end of
February.
13/05 Planning: * S/2004/2656 -
DEMOLITION OF EXISITING OUTBUILDINGS AND ERECTION OF 2
BEDROOM BUNGALOW AND GARAGING at MANOR COTTAGE EAST
GRIMSTEAD. At a GPC planning meeting on 6-Jan members
resolved to support this application.
14/05 Budget for 2005/06: Members
reviewed the prepared budget that indicated a precept of
£5,000. Cllr Amor proposed and the Chairman seconded
that Grimstead PC should issue a precept on Salisbury
District Council of £5,000. Agreement was unanimous.
15/05 Payments: The following were
approved:
East Grimstead Reading Room - Hall Hire - 236 -- £60.00p
Mazars - External Auditor's fee ------------ 237 -- £58.75p
R Parsons - Clerk's fee and expenses ------ 238 - £194.30p
Woolley & Wallis - Valuation fee ---------- 239 - £293.75p
16/05 Grass Cutting: Members resolved to
accept the quote from Sodexho Land Technology Ltd for
2005/06.
17/05 Skip Grant: Members will consider
alternative services on which to spend the annual skip
grant of £394.
18/05 Clerk's Contract: NALC/SLCC have
reached agreement on a revised contract of employment for
Parish Clerks. This will take from 1st April 2005. Copies
will be circulated to members before the next meeting.
19/05 Southern Area Community Plan: The
Chairman agreed to review the draft plan to ensure that
Grimstead Parish is accurately represented. Any
amendments will need to be notified to WCC by the end of
February.
20/05 The next Parish Council meeting
will be held on 7th March 2005 in East Grimstead Reading
Room.
