Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 13th December 2004 in East Grimstead Reading Room.
Present: Mr G Bayford (Chairman), Mr R Amor (Vice-Chairman), Mrs R Clark, Mrs A Greville-Williams, Mrs E Paramor, Mr R Parsons (Clerk), SD Cllr Richard Britton and eight members of the public.
Apologies: County Cllr Bill Moss, SD Cllr Leo Randall, Mr A Woodley and Mr C Wilkinson.

198/04 Public Forum: An East Grimstead parishioner was concerned that proposed improvements to the driveway around Maypole Green might exacerbate the problems of drainage in the field lower down.

199/04 Declaration of Interest: Cllr Greville-Williams declared a personal interest in matters relating to Maypole Green. Cllr Amor declared a personal and prejudicial interest in planning application no.S/04/2418.

200/04 Minutes of the meeting held on 8th November were approved as a correct record.

201/04 Management of Maypole Village Green in East Grimstead: Cllr Amor reported that, following a site meeting he had obtained two quotations for resurfacing and the installation of 6 dragon's teeth. Members agreed to accept the lower of the two quotes being £675 and write to the owner of the lower field asking him to ensure that the field ditches are kept clear to facilitate efficient drainage from the Village Green..

202/04 R5 Designated Land behind West Grimstead Village Hall: The Chairman reported that the solicitor helping the PC in this matter had acquired two valuations prior to an approach to SDC. Members approved this expenditure that was estimated to be £200-£250 each.

203/04 West Grimstead Playingfield: Cllr Clark reported that the item of playground equipment had been received and that the safety surfacing had been delivered. The installation of a 3m chain-link fence along the northern boundary of the field would be completed before the next meeting.

204/04 Allegations: A letter from the complainant queried the accuracy of minute number 147/04. The letter that the PC resolved to send under minute no.196/04 had yet to be replied to.

205/04 West Grimstead Chalkpit: The Clerk reported that HM Land Registry had returned the fee paid for the application that they had been unable to process. Action: Members agreed that the Clerk should discuss a way forward with a Solicitor.

206/04 WCC Parish Lengthsmen: The next visit of the Lengthsmen is on 1st / 2nd February 2005.

207/04 Footpath No.10 at East Grimstead: WCC Rights of Way Warden has yet to report.

208/04 Planning: * S/2004/2418 - FULL APPLICATION - DINING ROOM EXTENSION WITH FLAT ROOF BALCONY ABOVE at MEADOW END EAST GRIMSTEAD. No Objections were raised.

209/04 SDC Parish Liaison Meeting on 25-Jan: This will review progress of the new planning procedures.

210/04 Budget for 2005/06: This will be considered at the next meeting and the precept determined.

211/04 Payments: The following were approved:

212/04 Correspondence and Reports: Members noted the schedule of correspondence and reports and resolved that these should be circulated and comments brought to the next meeting.

213/04 Youth Activities: There has been no further progress with this initiative.

214/04 The next Parish Council meeting will be held on 24th January 2005 in West Grimstead Village Hall.
