Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 27th September 2004 in East Grimstead Reading Room.
Present: Mr R Amor (Vice-Chairman), Mrs R Clark, Mr G Bayford, Mr C Wilkinson, Mr R Parsons (Clerk) and five members of the public.
Apologies were received from County and District Cllr Bill Moss and Salisbury District Cllr Richard Britton.

147/04 Public Forum: A West Grimstead parishioner alleged that the PC was finding it difficult to co-opt new members because some of the existing Councillors act dishonestly and lack integrity.
He stated that this was likely to be the reason why two Councillors had recently resigned and made the following specific allegations:
           1. that the recent footpath Public Inquiry had been dishonestly contested.
           2. that an application for tree surgery on a TPO in Macks lane was illegal.
           3. that the recent complaint about the location of a field gate was unfounded.
           4. that Councillors failed to support a planning application for development at Butterfurlong, knowing that the applicant had been operating an agricultural business in the area for 50 years.
           5. that the PC had reversed, without good reason, its earlier decision to support a development application that he had made in connection with land adjacent to Rose Cottage, Chapel Hill. A Councillor's wife had also made a written objection to Salisbury District Council.
           6. that the owner of Manor Farm had erected a fence around the West Grimstead Chalkpit to stop illegal access. Why does the PC persist in harassing the landowner of Manor Farm?
The Clerk informed the parishioner that complaints should more properly be submitted in writing. An advice note on the PC's approved procedures for dealing with complaints would be forwarded to the parishioner.
Another West Grimstead Parishioner reported that the road sign at the top of Chapel Hill was obscured. Action: The Clerk will consult Salisbury DC about alternate solutions to make the signage more visible.

148/04 Election of Chairman: Cllr Amor proposed and Cllr Clark seconded Cllr Bayford as Chairman.

149/04 Declaration of Interest: None.

150/04 Resignation: Soon after the PC meeting on 16th August, Richard Britton resigned as Chairman and member of Grimstead Parish Council. The Clerk had notified the Returning Officer at Salisbury DC of the two vacancies created by the resignations of Mr Britton and Mr Emmerson.
Following advertisement of the vacancies for one West Grimstead ward representative and one East Grimstead ward representative, a request for an election by ten electors had not been received by the Returning Officer at Salisbury DC and therefore the PC may co-opt to fill the vacancies.

151/04 Candidates for Co-option: There were no candidates to fill the vacancies for two West Grimstead Ward Members or the vacancy for one East Grimstead Ward Member.

152/04 Minutes: There were several discrepancies in the draft minutes of the meeting held on 16th August and the Clerk was instructed to correct the errors and present the minutes for approval at the next meeting.

153/04 Management of Maypole Village Green in East Grimstead: There were no proposals for members to consider. Action: Cllr Wilkinson agreed to present a plan of improvements at the next meeting.

154/04 West Grimstead Chalkpit: The Clerk reported that he had been unable to progress the application to HM Land Registry following the resignation of the Chairman shortly after the last meeting. Members agreed that the application should be submitted immediately. Action: The Chairman instructed the Clerk to proceed.

155/04 Dog Fouling: The Chairman agreed to consult Environmental Services at SDC about the procedures for dealing with dog fouling under the Dogs (Fouling of Land) Act 1996.

156/04 R5 Designated Land behind West Grimstead Village Hall: No progress to report.

157/04 Safety Inspection: Cllr Clark will review the annual inspection by the RoSPA approved inspector.

158/04 Warning Notices in West Grimstead Recreation Field: The Chairman agreed to arrange for the production and installation of warning signs approved under minute number 30/04.

159/04 Goalpost net in West Grimstead Playing Field: The replacement Goalpost net can be funded from the R2 account held by Salisbury District Council on behalf of Grimstead Parish.

160/04 West Grimstead Playingfield: Members agreed to the improvements proposed by Cllr Clark including the installation of a 3m chain-link fence along the northern boundary of the field. Three quotes will be required for each element of the proposals.

161/04 SDC Independent Parish Remuneration Panel: Members agreed to discuss the recommendations at a future meeting.

162/04 Finance: The following payments were approved:
                 R Parsons - Clerk's fee and expenses --------- 225 - £172.17p
                 Playground Management Ltd - Inspection fee - 226 -- £78.14p
                 J Bundy - West Grimstead Pond -------------- 227 - £376.00p

163/04 WCC Parish Lengthsmen: The next visit of the Lengthsmen is on 29th/30th November.

164/04 Autumn Hedgecutting: Members agreed to be vigilant for hedgerows not being cut back.

165/04 West Grimstead Pond: The contractor had completed the clearance satisfactorily.

166/04 Planning: * S/2004/1957 - FULL APPLICATION - ADD BAY WINDOW TO FRONT ELEVATION at HAZELDENE CROCKFORD ROAD WEST GRIMSTEAD. No Objections
* S/2004/1795 - FULL APPLICATION - DEMOLITION OF EXISTING DWELLING AND ERECTION OF NEW REPLACEMENT DWELLING at CROCKFORD CROCKFORD ROAD WEST GRIMSTEAD. No Objections, but members would be concerned if the proposed replacement dwelling were to be significantly higher than the existing structure. The plans indicate that the ridge height of the proposed development is similar to the existing.

167/04 Correspondence and Reports: Members noted the schedule of correspondence and reports and resolved that these should be circulated and comments brought to the next meeting.

168/04 Youth Activities: A Parishioner is prepared to organise activities for the young people of the villages. Leaflets will be prepared and distributed in the Avon Advertiser to assess local interest.

169/04 The next Parish Council meeting will be held on 8th November in West Grimstead Village Hall.
