Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 16th August 2004 in West Grimstead Village Hall.

Present: Mr R Britton (Chairman), Mr R Amor (Vice-Chairman), Mrs R Clark, Mr G Bayford, Mr R Parsons (Clerk), County and Salisbury District Cllr Bill Moss and two members of the public.
Apologies were received from Mr C Wilkinson.

127/04 Resignation: A letter of Resignation had been received from Mr M Emmerson and the Clerk was instructed to notify the Returning Officer at Salisbury District Council of the Vacancy.

128/04 Candidates for Co-option: There were no candidates to fill the single vacancy for a West Grimstead Ward Member of Grimstead Parish Council.

129/04 Declaration of Interest: None.

130/04 Minutes: The minutes of the PC meeting held on 7th July, having been circulated, were approved and signed by the Chairman.

131/04 Management of Maypole Village Green in East Grimstead: Item deferred to a future meeting.

132/04 Warning Notices in West Grimstead Recreation Field: The Chairman reported that these could be obtained from a firm at the Alderbury business park.

133/04 Goalpost net in West Grimstead Playing Field: Replacement Goalpost net had not been ordered.

134/04 West Grimstead Chalkpit: The Clerk reported that the application to HM Land Registry was ready for submission. Action: The Clerk will proceed.

135/04 Dog Fouling: Cllr Clark reported that the dog fouling notices were being removed by unauthorised activity. Copies of the SDC leaflet have yet to be reproduced.

136/04 Noticeboard: Cllr Amor explained that he'd not had time arrange the installation of the third noticeboard in East Grimstead. Action: Cllr Amor and the Clerk and will arrange for the installation.

137/04 R5 Designated Land behind West Grimstead Village Hall: No progress to report.

138/04 R2 Funds: The total held by SDC on behalf a Grimstead Parish amounts to £8,439.35p.

139/04 Annual Return for 2003/04: Members were able to answer all questions in the affirmative and the Chairman and the Clerk both signed the document as a true record.

140/04 Finance: The following payments were approved:
                 R Parsons - Clerk's fee and expenses - 223 - £162.67p
                 H M Land Registry - Registration fee -- 224 -- £30.00p

141/04 Safety Inspection: Members agreed to the annual inspection by the RoSPA approved inspector.

142/04 WCC Parish Lengthsmen: Members noted that few of the identified jobs had been completed.

143/04 West Grimstead Pond: The contractor is scheduled will clear the pond at the end of August.

144/04 Planning: * S/2004/1699 - FULL APPLICATION - TWO STOREY EXTENSION (EXISTING SINGLE STOREY EXTENSION TO BE DEMOLISHED) at SWAYNES FARM HOUSE WEST GRIMSTEAD. No Objections.
* S/2004/1620 - TREES WITH TPO - SURGERY TO A NUMBER OF BRANCHES OF AN OAK TREE at ROWDENS FARM WEST GRIMSTEAD. No Objections.

145/04 Correspondence: Members noted the schedule of correspondence and reports and resolved that these should be circulated and comments brought to the next meeting.

146/04 The next Parish Council meeting will be held on 27th September in East Grimstead Reading Room.
