A meeting of Grimstead Parish Council was
held at 7:30pm on 5th July 2004 in East Grimstead Reading
Room.
Present: Mr R Britton (Chairman), Mr R
Amor (Vice-Chairman), Mrs R Clark, Mr G Bayford, Mr C
Wilkinson, Mr R Parsons (Clerk) and three members of the
public.
Apologies were received from Mr M Emmerson
103/04 Public Question Time: None.
104/04 Candidates for Co-option: There
were no candidates to fill the single vacancy for a West
Grimstead Ward Member of Grimstead Parish Council.
105/04 Declaration of Interest: None.
106/04 Minutes: The minutes of the
Annual PC meeting held on 20th May, having been
circulated, were approved and signed by the Chairman.
107/04 Management of Maypole Village Green in
East Grimstead: In the absence of Cllr Emmerson,
members were unable to review progress regarding the
proposed improvements to Maypole Green. Action: Cllr
Emmerson will be asked to continue with negotiations and
bring a proposal to the next meeting.
108/04 Warning Notices in West Grimstead
Recreation Field: There was a debate about the
type of signage that would be needed and the Chairman
agreed to provide recommendations at the next meeting.
109/04 Goalpost net in West Grimstead Playing
Field: Members noted that although a temporary
net was in place, a new net would be required. Action:
The Clerk will order a replacement Goalpost net.
110/04 Recycling Centre at West Grimstead: Three
mini-recycling skips had been delivered to the prepared
hard standing in the West Grimstead Playing Field.
111/04 West Grimstead Chalkpit: The
Clerk reported that the WCC Solicitor had provided a copy
of the pertinent references in the Local Government Act
1933. He has also offered to help with the preparation of
statutory declarations from local individuals. Members
queried whether public access to the Chalkpit might best
be secured by registration under Common Land or Right to
Roam legislation. Further enquiries will need to be made
but in the mean time, members resolved that the
application to HM Land Registry should be prepared and
submitted. Action: The Clerk will
proceed with the collection of evidence.
112/04 Dog Fouling: Cllr Clark reported
that she had managed to erect some dog fouling notices
throughout the parish. Action: The Clerk will arrange for
the SDC leaflet to be copied for distribution by Cllr
Clark.
113/04 Noticeboards: Cllr Amor has been
considering the most suitable site for the third
noticeboard in East Grimstead. He proposed a site in
front of the Wessex Water pumping station next to the
Church. Members agreed and Cllr Amor will arrange for the
installation.
114/04 R5 Designated Land behind West Grimstead
Village Hall: The Chairman had drafted a letter
to the landowner and this had been delivered on 4-Jun-04.
A reply has yet to be received.
115/04 Youth Development: Cllr Clark
reported no progress with this initiative.
116/04 Chairman's report for 2002-03: The
Clerk produced the Chairman's report to the Annual Parish
meeting on 12-May-03. This had not been available at the
Annual Parish meeting on 20-May-04. Members noted that a
summary of this had been recorded at minute no.36/03,
approved on 23-Jun-03.
117/04 PC Accounts for 2003/04: Members
resolved to approve the accounts as presented.
118/04 Independent Internal Auditor: Members
resolved to appoint the person who provides the Internal
Audit for the members of West Dean PC. Cllr Amor and the
Clerk had earlier obtained his agreement.
119/04 Finance: The following payments
were approved:
Mr Standen -
easement fee repaid ---- 220 - £500.00p
West Grimstead
Village Hall - hire ---- 221 -- £20.00p
R Parsons - Clerk's
fee and expenses - 222 - £162.67p
120/04 WCC Parish Lengthsmen: Cllr Clark
had prepared a schedule of work needing attention and the
Clerk agreed to pass this on to WCC Highways.
121/04 Finger Signpost: Members noted
that the fingerpost at East Grimstead had been replaced.
122/04 Drainage at Windwhistle Road: The
WCC lengthsmen will be asked to resolve this problem.
123/04 Planning: Members resolved to
convene a public meeting in East Grimstead Reading Room
on Monday, 12th July to consider: S/2004/1335
- FULL APPLICATION - NEW DWELLING, DETACHED GARAGING, NEW
ENTRANCE AND CHANGE OF USE OF LAND, CONSTRUCTION OF NEW
ACCESS TO HIGHWAY at LAND AT BUGMORE LANE, EAST GRIMSTEAD.
124/04 Reports: The Clerk had attended
the SDC Planning Seminar in City Hall on 2nd July and
agreed to circulate a report.
125/04 Correspondence: Members noted the
schedule of correspondence and reports and resolved that
these should be circulated and comments brought to the
next meeting.
126/04 The next Parish Council meeting
will be held on 16th August at West Grimstead Village
Hall.
