A meeting of Grimstead Parish Council was
held at 7:30pm on 12th January 2004 in East Grimstead
Reading Room.
Present: Mr R Britton (Chairman), Mr R
Amor (Vice-Chairman), Mrs R Clark, Mr G Bayford, Mr M
Emmerson, Mr C Wilkinson, Mr R Parsons (Clerk), District
and County Cllr Bill Moss and six members of the public.
01/04 Presentation: The Owner and the
Warden of the Hazel Hill Wood Nature Sanctuary and
Retreat Centre were on hand to explain their programme of
events for 2004.
02/04 Public Question Time: * A
parishioner from East Grimstead reported the poor state
of the roads and signposts. * A parishioner from West
Grimstead was concerned that, at the last PC meeting,
members didn't support a planning application by a local
person engaged in farming and agricultural contracting.
03/04 Candidates for Co-option: There
were no candidates to fill the single vacancy for a West
Grimstead Ward Member of Grimstead Parish Council.
04/04 Declaration of Interest: None.
05/04 Minutes: The minutes of the PC
meeting held on 1st December, having been circulated,
were approved and signed by the Chairman.
06/04 Budget for 2004/05: Members
debated a budget prepared by the Chairman and considered
each item of expenditure. They resolved to issue a
precept of £4,500 on Salisbury District Council.
07/04 Tree Surgery: The two Sycamore
trees in West Grimstead Recreation Field had been
successfully dismantled and removed by the tree surgeon
who had provided the lowest tender.
08/04 Noticeboards: Members were
satisfied with the Oak framed noticeboard manufactured by
Burnbake Trust and it was agreed that one of similar
design, but with a dark green paint-work, would be
suitable for East Grimstead. This to be installed at the
south of the Village, by the Church.
09/04 Northern Boundary Fence of West Grimstead
Recreation Field: It had been reported that
users of the playingfield would frequently climb over
this fence to retrieve footballs. The owner of the
neighbouring field had introduced a strand of barbed wire
along the top of the fence in an attempt to stop this
practice. It was agreed that a sign should be erected at
the entrance to the playingfield setting out the
conditions of use. Action: The Chairman
agreed to draft suitable wording for the proposed sign
and ask the neighbouring landowner to remove the barbed
wire.
10/04 Salisbury District Council's policy with
regard to the supply and emptying of litterbins: The
Chairman agreed to report to the next meeting. The reason
for this enquiry is in response to a request from a
parishioner that a litterbin is needed on Crockford Green.
11/04 Proposed footpath between Whaddon and West
Grimstead: The Chairman agreed to continue
researching methods for evolving a plan that would result
in achieving this much needed improvement.
12/04 Management of Village Green in East
Grimstead: Members considered a proposal to
introduce 'dragons teeth' around the edges of the
circular track. It was resolved to seek quotations that
would include re-establishing a level surface to the
track. Action: Cllr Emmerson agreed to
obtain quotations for the proposed improvements.
13/04 West Grimstead Chalkpit: Members
approved a letter to the owner of Manor Farm explaining
that WCC Legal Services will be helping the PC prepare
its application to HM Land Registry. Action: The
Clerk.
14/04 Land behind West Grimstead Village Hall: It
was resolved to defer this item until the next meeting.
15/04 Finance: The following payments
were approved:

16/04 WCC Parish Lengthsmen: A schedule
of work had been submitted for the visit on 14th/15th
January.
17/04 Roadside Hedgerows: It was
anticipated that all hedge-cutting would be completed by
the end of February.
18/04 Footpath Public Inquiry: This will
take place in West Grimstead Village Hall on 27th April.
19/04 Rights of Way: The DEFRA
consultation on the use of mechanically propelled
vehicles on Rights of Way will end on 19th March.
20/04 Report: Cllr Britton reported that
all Local Plans are to be replaced by 2007 with 'Local
Development Frameworks' that will contain provisions for
the findings of Public Inquiry Inspectors to be binding
rather than, as now, merely recommendations.
21/04 Correspondence: Members noted the
Parish and Town Councillors' Training Seminar on 20th
Jan, 9:30am - 4:30pm and the Parish and Town Council
Liaison meeting on Monday 1st March at 4:00pm, both at
the City Hall.
22/04 Date of the next PC meeting is 23rd
February 2004 in West Grimstead Village Hall.
23/04 Any Other Business: * Members were
concerned that the promised base for the recycling centre
in the West Grimstead Recreation Ground had yet to be
completed. Action: The Clerk agreed to
contact SDC.
* It was reported that Dog Fouling signs had disappeared
from footpath No.11 between East and West Grimstead. Action:
The Clerk agreed to survey the problem and take
the appropriate action.
24/04 Planning: The following planning
applications were considered:

REQUIRES THE OCCUPIER OF THE DWELLING TO BE EMPLOYED OR

GRIMSTEAD - Members were unable to comment having no
knowledge of the history at this location.
