Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 1st December 2003 in West Grimstead Village Hall.
Present: District Cllr Richard Britton (Chairman), Mr R Amor (Vice-Chairman), Mrs R Clark, Mr G Bayford, Mr M Emmerson, Mr R Parsons (Clerk), District and County Cllr Bill Moss and fifteen members of the public.
Apologies were received from District Cllr Leo Randall, District Cllr Jane Bissington and PC Colin Rothwell.

115/03 Public Question Time: Several parishioners from East Grimstead spoke in opposition to a proposal by Grimstead Parish Council that a restriction should be imposed on Maypole Green to stop vehicles turning. There was also a petition signed by twenty-seven electors disapproving of the proposals. Some of those living around the green are concerned that HGVs are causing irreparable damage to land over which the PC is custodian.

116/03 Candidates for Co-option: The following candidates were co-opted as Members of Grimstead PC:
                              BRITTON, Richard of Old Nursery Lodge, Silver Street, Alderbury
                              WILKINSON, Charles Guy of Old Dairy Farm, East Grimstead
Declarations of Acceptance of Office were signed and Registers of Members' Interests will be filed within 28 days.

117/03 Declaration of Interest: None.

118/03 Minutes: The minutes of the PC meeting held on 20th October were approved and signed by the Chairman subject to the following alterations to minutes nos.92/03 and 105/03. Namely that the parishioner's comment referred to his own ownership of the fence and that the quotes for tree surgery should include removal of the spoil.

119/03 Gateway at the bottom of Macks Lane: The SDC Planning Enforcement Officer is satisfied that the gate does not open directly onto the highway and that retrospective planning approval is not required.

120/03 Noticeboards: Burnbake Trust has manufactured another noticeboard to the previously agreed specification. Action: The Clerk will organise the installation.

121/03 Tree Surgery in the West Grimstead Playingfield: Since a third quote had not been forthcoming and both of the two existing quotes included the removal of spoil, members agreed to accept the lowest quote. Action: The Clerk will write to both contractors explaining the PC's decision and seeking confirmation that they are both in possession of the appropriate certificates and insurance that would absolve the PC from any liability.

122/03 Salisbury District Council's policy with regard to the supply and emptying of litterbins: Cllr Britton agreed to report to the next meeting.

123/03 Proposed footpath between Whaddon and West Grimstead: Cllr Britton is still negotiating.

124/03 Safety Surfacing to the road alongside West Grimstead Playing Field: Cllr Britton reported that Wiltshire County Council had advised that their budget for 2003/04 had already been allocated and that this project would need to be considered for the next financial year. Action: Cllr Britton proposed revisiting this issue in early 2004.

125/03 Cleaning of West Grimstead Pond and SWAG application: Cllr Amor confirmed that he had prepared and submitted a SWAG application that is likely to be decided in January 2004.

126/03 East Grimstead Chalkpit: The relevant WCC environmental services development control manager is monitoring activity and liasing with the owner with regard to the agreed restoration plan.

127/03 Management of Village Green in East Grimstead: Members debated a proposal to create a grass bund to stop vehicles turning on Maypole Green. Noting the strong opposition from villagers, they resolved that Cllr Emmerson and Cllr Wilkinson should report to the next meeting about possible solutions to improve traffic management on Maypole Green. Action: Cllr Emmerson and Cllr Wilkinson.

128/03 Easements over Maypole Village Green in East Grimstead: Villagers seeking easements had agreed to the PC's offer. Action: Cllr Britton and the Clerk will prepare the necessary documents.

129/03 Common Land in East Grimstead: A Parishioner had suggested that Grimstead PC should apply to HM Land Registry for 1st Registration of Bugmore Green. The recently implemented Land Registry Act 2002 makes it easier for applications to be processed. Action: To be discussed at a future meeting.

130/03 West Grimstead Chalkpit: The owner of Manor Farm had replied to the PC's letter of 11th October asking for details of the PC's application to HM Land Registry. Action: The Clerk will progress the PC's application.

131/03 Report: PC Colin Rothwell of Alderbury Police had prepared a report that identified several burglaries over the last six months. He urged villagers to be vigilant and report any unusual activity to Alderbury Police.

132/03 Finance: * The Independent Internal Audit had been completed and the Annual Return sent to the External Auditor. * It was noted that SDC had withdrawn funding for flower tubs in 2004. * Members noted the new arrangements for claiming travel expenses and subsistence allowances. Although they agreed not to seek attendance allowances at present they anticipated that travel expenses and subsistence allowances should be in line with those agreed by the SDC remuneration panel for District Councillors. * The Clerk had prepared a budget that accommodated the PC's risk assessment and the increased s137 allowances of £5.14p per elector. * Members noted the SLCC advice on the implementation of a code of practice for handling complaints. Action: Members agreed to study the budget, the implications of members' allowances and expenses and the code of practice for handling complaints so that these matters could be resolved at the next meeting.

133/03 Roadside Hedgecutting: Although the laurel hedge opposite Bugmore Green had been severely cut back, it is still overhanging the highway. Action: Cllr Amor agreed to ask the property owner to do more.

134/03 Planning: It was agreed that Cllrs Amor, Clark, Bayford, Emmerson and Wilkinson would convene a planning meeting after the current meeting to consider a schedule of planning applications.

135/03 Correspondence: Members noted the schedule of available correspondence that will be circulated.

136/03 Date of the next PC meeting is 12th January 2004 in East Grimstead Reading Room.

137/03 Any Other Business: Ownership of the West Grimstead Recreation Ground fence and R5 designated land behind West Grimstead Village Hall. These items to be considered at the next PC meeting.

There followed a Planning Committee meeting of Grimstead Parish Council:

Present: Cllr Amor, Cllr Clark, Cllr Bayford, Cllr Emmerson, Cllr Wilkinson, Mr R Parsons (Clerk) and five members of the public.

138/03 S/2003/2234 - CHANGE OF USE TO RESIDENTIAL DWELLING - RETROSPECTIVE at OLD COACH HOUSE EAST GRIMSTEAD - The PC had recommended refusal on 17th November.

139/03 S/2003/2349 - FULL APPLICATION - DEMOLITION OF DETACHED GARAGE AND CONSTRUCTION OF TWO THREE BED DWELLINGS at 11 GREENFIELDS WEST GRIMSTEAD - Recommend refusal because of over development of the site and loss of amenity to neighbouring properties.

140/03 S/2003/2426 - FULL APPLICATION - ERECTION OF AGRICULTURAL CONTRACTORS DWELLING AND GARAGE INCLUDING NEW HARDSTANDING AND ACCESS AND ALTERATION TO EXISTING PIGGERY TO FORM AGRICULTURAL CONTRACTORS BARN at LAND OFF: LONG DROVE BUTTERFURLONG W GRIMSTEAD - The PC is of the opinion that there is insufficient agricultural or forestry need to warrant the granting of planning permission and to do so would set a precedent. Recommend refusal.

141/03 S/2003/2429 - O/L APPLICATION - ERECTION OF ONE DWELLING GARAGE AND VEHICULAR ACCESS at LAND AT: BUGMORE LANE EAST GRIMSTEAD - The PC has no objection to this application provided that an R2 payment is made prior to occupation of the property.
