Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 20th October 2003 in East Grimstead Reading Room.

Present: District Cllr Richard Britton (Interim Chairman), District Cllr Leo Randall, Mr R Amor (Vice-Chairman), Mrs R Clark, Mr R Parsons (Clerk) and ten members of the public.
Apologies were received from District and County Cllr Bill Moss and District Cllr Jane Bissington.

92/03 Public Question Time: * A West Grimstead parishioner made reference to the ownership of the northern boundary fence of the West Grimstead Playingfield. He explained that Wiltshire County Council had originally erected the fence when the West Grimstead School was using the land for recreation. * The same parishioner also expressed concern about how SDC would be dealing with planning applications while there were too few elected or co-opted members of GPC.

93/03 Candidates for Co-option: The following candidates were co-opted as Members of Grimstead PC:
                              BAYFORD, George Henry of Fermaine, West Grimstead
                              EMMERSON, Mark David of The Paddock, East Grimstead
Both signed Declarations of Acceptance of Office and will complete a Register of Members' Interests within 28 days.

94/03 Declaration of Interest: Cllr Randall declared that he was a member of the SWAG committee and would refrain from taking part in any discussions relating to SWAG applications.

95/03 Minutes: The minutes of the PC meeting held on 6th October were approved and signed by the Chairman subject to the following alteration to minute no.69/03. Namely that Cllr Clark had explained that she is continuing as a Councillor because she believes that there is PC business that could benefit from her attention.

96/03 New Gateway at Macks Lane: An SDC Planning Enforcement Officer had visited the site and reported that since the gate did not open onto a classified road, planning consent would not be required. It was agreed that this didn't adequately answer the PC's concerns. The gate opens across a public space and could therefore cause an obstruction to the general public. Action: The Clerk will reply to the letter and reaffirm the PC's concerns.

97/03 Litterbin for Crockford Green: The Clerk reported that SDC Environmental Services is unable to provide a litterbin in the foreseeable future. Action: Cllr Britton agreed to research SDC's litterbin policies and report.

98/03 Walkway between Whaddon and West Grimstead: This proposal is still under consideration. Action: Cllr Britton will liaise with the West Grimstead parishioner who initiated the enquiry.

99/03 Refurbishment of West Grimstead Pond: There was debate about whether this should be described as maintenance or as a special project. It was decided that a SWAG application should be submitted. Action: Cllr Amor agreed to prepare and submit an application before the deadline of 14th November.

100/03 West Grimstead Chalkpit: It was agreed that an application for first registration should be made to HM Land Registry. Members agreed to the initial Land Registry fee of £40. Action: The Clerk to prepare an application.

101/03 East Grimstead Chalkpit: Members reviewed the letter of 25-Jul-03 from the relevant WCC officer and resolved to monitor the owner's actions in compliance of the agreed restoration plan.

102/03 Applications for Easements at East Grimstead: Cllr Britton and Cllr Randall reported that they had had a site meeting and that a compromise was discussed with the applicants. It was agreed that this would form the basis on which easements would be offered and Cllr Britton would write formally to the applicants to make an offer along these lines. The Clerk was concerned that since no plan of the proposals had been introduced he was uncertain as to the legality of the agreed compromise. Action: Cllr Britton asked the Clerk to put his concerns in writing.

103/03 Noticeboards: Cllr Clark proposed a specification for a noticeboard in the West Grimstead playingfield. This should be four feet wide by about thirty inches high and be positioned close to the fence. Action: The Clerk will liaise with the Burnbake Trust for the production of an appropriate noticeboard.

104/03 The Road by West Grimstead Playing Field: There being no progress to report regarding the proposal to have a coloured surface laid, members asked Cllr Britton to consult with WCC highways. Action: Cllr Britton.

105/03 Tree Surgery: A second quote had been received for the removal of the Sycamore trees in the West Grimstead Playingfield. There was some debate about the merits of the two quotations and the PC was concerned about the Health and Safety implications of commissioning the work. The third contractor's quote had yet to be received. Action: Cllr Amor will ensure that all quotes are available in time to be considered at the next meeting.

106/03 Reports: * The Clerk reported that he had attended the Salisbury Area Police/Community Consultative meeting on 23rd September at Hindon Village Hall where there had been a debate about the likely increase in the police portion of next year's Council tax. There was also a presentation by the Community Safety officer.
* The next Agenda 21 committee meeting is in the City Hall on 22nd October. * The Autumn edition of the newsletter of Community First, First News, has been published and is available from Wyndhams in Devizes.

107/03 Finance: * It was agreed that the Clerk should prepare a budget for consideration at the next meeting.
* The following payment was approved:
                  HM Land Registry - Application fee - 202 - £40.00p

108/03 Roadside Hedgecutting: It was resolved that the owners of overgrown roadside hedgerows should be contacted urgently to make them aware of their duty to keep hedged trimmed well back from the edge of the carriageway. Action: The Clerk will draft a letter to individual property owners to explain the legislation.

109/03 Street Cleansing: This is the responsibility of SDC Environmental Services and a Best Value Review of Street Services is underway by Salisbury District Cllr Paul Clegg of the Environmental and Transport Overview and Scrutiny Panel. Action: Feedback invited by 31st October.

110/03 Planning: It was agreed that Cllrs Amor, Clark, Bayford and Emmerson would convene a planning meeting after the current meeting to consider a schedule of planning applications.

111/03 Correspondence: Members noted the following correspondence from SDC - * Notice of Parish & Town Councillor Training Seminar on Tuesday, 20th January '04 in Salisbury City Hall. * The Rural Floral Enhancement programme will not receive SDC funding in 2004.

112/03 Date of the next PC meeting is 1st December in West Grimstead Village Hall.

Present: Cllr Amor, Cllr Clark, Cllr Bayford, Cllr Emmerson, Mr R Parsons (Clerk) and five members of the public.

113/03 S/2003/2137 - FULL APPLICATION - CONSTRUCTION OF A NEW TWO STOREY EXTENSION TO DROVE END HOUSE AND CONSTRUCTION OF A TENNIS COURT WITHIN THE GROUNDS OF THE HOUSE at DROVE END HOUSE WEST GRIMSTEAD. - Members had no objections to this application.

114/03 S/2003/1802 - FULL APPLICATION - ERECTION OF TWO NEW SEMI DETACHED DWELLINGS AND ACCESS at LAND ADJACENT TO: ROSE COTTAGE CHAPEL HILL WEST GRIMSTEAD SALISBURY. - Members did not wish to add to the response made on 16th September 2003.
