Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 7th April 2003 in West Grimstead Village Hall.

Present: Mr R Amor (Vice-Chairman), Mrs R Clark, Mr J Maple, Mrs M Sheppard, Mr T Shrapnell, Mr J Wrigley, Mr R Parsons (Clerk) and five members of the public. Apologies received from Mrs A Read.

25/03 Public Question Time: An East Grimstead parishioner is concerned that the PC is considering grassing over part of the circular track on Maypole Green.

26/03 Declaration of Interest: None.

27/03 Planning:
* S/2003/549 - FULL APPLICATION - ERECTION OF STALLION BREEDING AND STORE BARN AND RETROSPECTIVE CHANGE OF USE OF LAND AND BUILDINGS TO EQUESTRIAN USE at WHITEHOUSE FARM WEST GRIMSTEAD SALISBURY - No Objection but subject to the use of roofing material similar to that used on the side cladding and new tree planting to provide screening of the building.
* S/2003/701 - O/L APPLICATION - DEMOLITION OF DILAPIDATED COACHWORKS CONSTRUCTION OF CHALET BUNGALOW AND CHANGE OF USE OF REMAINING LAND AS EXTENSION TO 'SHAMBA' CURTILAGE at SHAMBA (REAR OF) EAST GRIMSTEAD SALISBURY - this appears to be backland development contrary to H15(i) of the adopted local plan. Recommend refusal.
* S/2003/672 - FULL APPLICATION - PROPOSED COVERED TERRACE AND SUN ROOM at OLD KEEPERS COTTAGE KNIGHTWOOD COPSE WEST GRIMSTEAD SALISBURY - Cllr Amor to arrange site visit.
* S/2003/646 - FULL APPLICATION - REMOVE STABLES EXTEND BUNGALOW AT GROUND AND FIRST FLOOR LEVEL AND ALTERATION TO EXISTING ACCESS at CHERRY TREE COTTAGE EAST GRIMSTEAD - Over development of the site. Cllr Sheppard proposed and Cllr Maple seconded, the recommendation that this application be refused. A majority were in favour of the resolution.
* S/2003/582 - FULL APPLICATION - NEW STABLES at CHERRY TREE COTTAGE (LAND OPPOSITE)
EAST GRIMSTEAD SALISBURY - No Objection, but would query whether a 'change of use' would be needed.
* S/2003/536 - FULL APPLICATION - 5M EXTENSION OF FIRST FLOOR (30SQM) 1M WIDENING OF PART OF GROUND FLOOR (10SQM) at COUNTRY PAVINGS HOLME FARM EAST GRIMSTEAD - No Objection to this application.
* S/2003/325 - FULL APPLICATION - EXISTING TRACK TO BE SURFACED WITH SCALPINGS at OLD KEEPERS COTTAGE KNIGHTWOOD COPSE WEST GRIMSTEAD - No Objection.
* S/2002/1617 - FULL APPLICATION - ERECTION OF A HOUSE at LAUREL COTTAGE (ADJOINING) LONG DROVE EAST GRIMSTEAD - it was noted that the appeal against the refusal notice dated 3rd October 2002 has been allowed by the Planning Inspectorate. It was agreed that a letter should be sent to the applicant and copied to SDC Planning Dept explaining that there are currently no easements registered for access across Bugmore Green to the property known as Laurel Cottage. The planning report prepared for the Southern Area Committee meeting on 26th September 2002 had indicated that vehicular access across Bugmore Green was acceptable.

28/03 Report on WCC Commons and Village Greens Seminar led by Mr Vivian Chapman, Barrister: Cllr Wrigley reported that the Countryside and Rights of Way Act 2000 has implications in relation to Grimstead PC's responsibility as the custodian of Common Land and Village Greens within its area. Any vehicular crossing needs to be supported by an entry in the easements' register. Currently, there are no easements recorded in respect of any land that is the responsibility of the PC in East Grimstead. It was agreed that a private meeting should be convened to enable the Councillors to appreciate the full implications of the Seminar and how the PC might need to act as a result.

29/03 Minutes: The minutes of the PC meeting held on 17th February 2003, having been circulated, were agreed and signed by Cllr Amor.

30/03 Matters Arising:
* It was agreed that copies of the evidence and details of the PC's reasons for claiming ownership of the West Grimstead Chalkpit should be forwarded to the new owner of Manor Farm, West Grimstead.
* A letter has been sent to the owner of the land behind the Village Hall in West Grimstead, thanking him for attending the last PC meeting and his explanation of the circumstances of the WCC lease on this land when it was in use by the former village school. He had intimated that he might be prepared to consider effecting a long-term lease in favour of the Parish Council because there is considerable interest within the Village to develop recreation facilities at this location. A reply has yet to be received to this formal request for a lease. Cllr Wrigley stated that Section 22 of the Commons Registration Act 1965, as amended by the CROW Act, might enable the PC to register the land as Village Green if it can be shown that it has been used for recreation, as of right, for over 20 years. It was agreed that further research would be needed to establish the validity of this statement in these particular circumstances.
* Although Cllr Amor had obtained a quote for levelling Maypole green and it was agreed that any work should be delayed until more research had be done into the rights of access of surrounding property owners.

31/03 Finance: The following payment was approved:
                 Sodexho Land Technology Ltd - Grass Cutting - 190 - £175.56p

32/03 Transport, Roads and Footpaths: * Following WCC Highways meeting on 17th March, Cllr Read wrote to the Area Highways Engineer about her concerns regarding the poor level of road maintenance. The reply indicates that the Grimstead to Dean road is inspected three monthly. As usual, levels of service are governed by the availability of finance and if similar funds are committed in 2004/05 then it is likely that Crockford Road, Chapel Hill and the road to Dean will be resurfaced. * The next visit by WCC lengthsmen is scheduled for 1st/2nd May. * Still no reply from the WCC Rights of Way Officer in connection with footpath queries in East Grimstead. * The Village Design Scheme team has been asked to assist with making the case for the proposed Footway/Cycleway from Grimstead to Whaddon. * Cllr Amor reported that the earliest that the village's signposts could be considered for replacement was during the current financial year. * Cllr Sheppard is concerned about the rubble that was used to level Bugmore Green. Action: It was agreed that Cllr Amor should contact the contractor and request that the original contract, which stipulated top-soil and grass seed rather than rubble, be honoured. * Cllr Sheppard is concerned that the dead tree limbs on the roadside towards Farley pose a hazard to road users. Action: A letter will be written to WCC Highways who will be asked to write to the owners of the hedgerows informing them of their duty to ensure that highway hazards are removed.

33/03 Playingfield Inspection is scheduled for the morning of Tuesday, 8th April.

34/03 Correspondence: * SDC Skip Grant for 2003/04. * Wiltshire and Swindon Waste Local Plan 2011 Public Inquiry will commence on 29th April. * Monthly circulars from WALC.

35/03 The Annual Council Meeting is on Monday, 12th May 2003 in East Grimstead Read Room and will be preceded by the Annual Parish Meeting commencing at 7:00pm.
