Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 17th February 2003 in East Grimstead Reading Room.

Present: Mrs A Read (Chairman), Mr R Amor (Vice-Chairman), Mrs R Clark, Mr J Maple, Ms M Wrigley, Mr T Shrapnell, Mr J Wrigley, Mr R Parsons (Clerk), District Cllr Leo Randall and six members of the public.

12/03 Public Question Time: Parishioners are concerned about potholes in the road, some planning applications that appeared to breach the housing restraint area and the ownership of the trees around Bugmore Green.

13/03 Declaration of Interest: Cllr Read declared a prejudicial interest in the playingfield behind West Grimstead Village Hall and any discussion concerning planning approvals at Weylands. She will absent herself from the hall when these items are discussed. Cllr Amor declared a prejudicial interest in planning application no. S/2003/201 and will absent himself from the hall when this item is discussed.

14/03 Minutes: The minutes of the PC meeting held on 6th January 2003, having been circulated, were agreed and signed by the Chairman, subject to the agreed omission that a proposal for the construction of a footpath to Whaddon had been made during public question time. Cllr M Wrigley was concerned that minute No.08/03 implied that new material would be added to Maypole Green when in fact it had been agreed that the existing material would be levelled.

15/03 Matters Arising:
* A reply acknowledging the PC's letter had been received from the owner of Manor Farm. It stated that he intended to seek his own advice concerning ownership of the West Grimstead Chalkpit. The PC proposed writing again before the next meeting.
* Cllr Amor reported that a quotation for levelling the Maypole green had yet to be received. Cllr J Wrigley suggested restricting access to the circular track and it was proposed that this should be discussed further at the next meeting.
* Cllr Read reported that an objection to the proposed footpath at OS grid reference SU216266 leading up to Pepperbox Hill had been received from the owner of Manor farm. The Planning Inspectorate will be required to adjudicate.
* Issues raised by Cllr M Wrigley:
1. Council Officials Indemnity insurance on risk from 1st February - premium for remainder of year - £11.04p.
2. The new owner of the E. Grimstead Quarry is aware of his obligations in respect of the agreed restoration plan. Cllr Clark suggested writing to the owner to ask his intentions, however, Cllr Read advised that enforcement of the planning conditions was the responsibility of WCC. It was agreed that WCC should be notified that the PC expects the planning conditions identified in their letter of 9th July 2001 to be met within a reasonable timeframe.
3. A response from the Land Registry regarding the boundary of the canal in Gay's field has yet to be received.
4. A list of all planning applications since 1996 has been obtained but these do not record which have temporary permission. The conditions of each application will need to be examined to discover which are not permanent.
5. The Parish Council's insurance policy will be reviewed prior to renewal on 1st June 2003.
6. 'Bogus Caller' Police leaflets have been distributed in both West and East Grimstead.
7. The owners of hedgerows obstructing the highway are being contacted individually.
8. Trees in W Grimstead recreation ground are growing around the electricity supply wires. Southern Electricity will be asked to inspect the trees and carry out tree surgery where necessary.

16/03 Freedom of Information Act 2000: Grimstead PC acknowledges the duty placed upon it by the Freedom of Information Act 2000 to adopt and maintain a publication scheme. The PC resolves to adopt the Model Scheme for Local Councils (Core Classes only).

17/03 Finance: The following payments were approved:

18/03 Transport, Roads and Footpaths: * Cllr Read reported that a letter had been received acknowledging the PC's request for the construction of a footway between Grimstead and Whaddon and confirming that this would qualify under the Government's Integrated Transport Policy. She will actively pursue this further and seek the support of Alderbury PC.

19/03 Planning:
* S/2003/168 - FULL APPLICATION - PROPOSED TRACTOR GARAGE AND WALLED VEGETABLE GARDEN at OLD KEEPERS COTTAGE NIGHTWOOD COPSE WEST GRIMSTEAD - support, subject to the substitution of a pitched roof in place of the unattractive mono-pitched roof proposed in the plan..
* S/2003/201 - FULL APPLICATION - NEW DOUBLE GARAGE ATTACHED TO EXISTING DOUBLE GARAGE EXISTING GARAGE CONVERTED TO GAMES/EXERCISE ROOM INCLUDING INSERTION OF DORMER WINDOWS at LABURNUM COTTAGE EAST GRIMSTEAD - support, subject to a section 106 agreement to restrict use to members of the immediate family with no sub-letting and a restriction on selling separately.
* S/2003/229 - O/L APPLICATION - ERECTION OF SINGLE STOREY DWELLING GARAGE AND VEHICULAR ACCESS at LAND AT THE LAURELS EAST GRIMSTEAD - No Objection.
* S/2003/230 - O/L APPLICATION - ERECTION OF ONE DWELLING GARAGE AND VEHICULAR ACCESS at LAND AT BUGMORE LANE EAST GRIMSTEAD - No Objection.
* S/2003/280 - FULL APPLICATION - ERECTION OF DETACHED DWELLING AND GARAGE BLOCK at 7 GREENFIELDS WEST GRIMSTEAD - No Objection, but concern that it is rather large for the site and the access for emergency services is limited.
* S/2002/2322 - FULL APPLICATION - EXTENSION AND ALTERATIONS AND NEW ACCESS at ST MARGARETS BUTTER FURLONG ROAD WEST GRIMSTEAD SALISBURY. Amended plans - No objection.
* S/2002/2034 - FULL APPLICATION - SEEKING RELIEF FROM CONDITION 1 OF APPROVAL REF: S/02/806 FOR LANDSCAPING REQUIRING (A) SUBMISSION AND (B) IMPLEMENTATON OF A SCHEME OF LANDSCAPING at WEYLANDS (LAND TO REAR OF) CHAPEL HILL, WEST GRIMSTEAD - There is concern that the new owner of one of the houses at Weylands may not be aware of the planning conditions attached to this property. A letter had been sent to Salisbury District Councillor Mike Hewitt asking that he ensure compliance.

20/03 Correspondence: * Invitation to Local Councillors to attend a strategy meeting at West Dean on 6th March to discuss the planning implications of the disposal of Defence Munitions Dean Hill. * Monthly circulars from WALC.

21/03 The next Council Meeting is on Monday, 7th April 2003 in West Grimstead Village Hall.

22/03 Section 1 [2] Public Bodies [Admissions to Meetings] Act 1960: It was resolved to exclude members of the public from the following confidential items.

23/03 Playingfield behind West Grimstead Village Hall: After some debate it was agreed to ask the landowner under what terms he would be prepared to lease the field to the Parish Council, on behalf of the Villagers.

24/03 Parish Council Clerk's Contract of Employment: It was resolved to discuss this at a future meeting.
