Grimstead Parish Council

A meeting of Grimstead Parish Council was held at 7:30pm on 6th January 2003 in West Grimstead Village Hall.

Present: Mrs A Read (Chairman), Mr R Amor (Vice-Chairman), Mrs R Clark, Mr J Maple, Ms M Wrigley, Mr R Parsons (Clerk), District Cllr Leo Randall and five members of the public.

01/03 Co-option of Council Members: Cllr Read proposed and Cllr Clark seconded, Mr T Shrapnell of West Grimstead. Cllr Clark proposed and Cllr Maple seconded, Mr J Wrigley of East Grimstead.

02/03 Public Question Time: Parishioners are concerned about potholes in the road and fly tipping in open countryside. Action: All road defects should be reported to Clarence on 0800 23 23 23 and fly tipping should be reported to SDC Environmental Services on 01722 434320. * The owner of the land behind the West Grimstead Village Hall designated R5 in the local plan was concerned that he might be forced to sell this land to the village. It was explained that compulsory purchase is the option of last resort if agreement could not otherwise be reached.

03/03 Declaration of Interest: Cllr Read declared a prejudicial interest in discussions about the playingfield and absented herself from the hall.

04/03 Minutes: The minutes of the PC meeting held on 18th November 2002, having been circulated, were agreed and signed by the Chairman, subject to the agreed omission that District Cllr Leo Randall had raised the issue of the Playingfield behind the West Grimstead Village Hall. Cllr Read had declared a prejudicial interest and was absent from the discussion. Cllr Randall explained that if negotiations by the PC to purchase the property failed, SDC had the power to apply a compulsory purchase order.

05/03 Matters Arising:
* WCC have discovered extensive evidence that Grimstead PC is the owner of the West Grimstead Chalkpit by default. This plot of land is the result of an award, as a Public Stone and Gravel Pit, by the Inclosure Act of 1805 for the purpose of road maintenance. The letter to be drafted to the new owner of the surrounding land who has installed a fence around the Chalkpit will explain the ownership issue and request removal of the fence.

06/03 Freedom of Information Act 2000: * The PC approved the wording of the prepared publication scheme.

07/03 Finance: * The Clerk produced copies of a prepared budget and the PC approved a 10% precept increase to £3,300 for 2003/04. This equates to £13.06p for Band D Council Taxpayers. * A Clerk's contract of employment has been prepared by the Members and the Clerk agreed to consider and comment on the contents before the next meeting.
* The following payments were approved:
                 East Grimstead Reading Room - Hire charges -- 182 -- £60.00p
                 Burnbake Trust - Supply and fix Notice Board - 183 - £205.00p
                 R Parsons - Clerk's fee on account ------------- 184 - £210.00p

08/03 Transport, Roads and Footpaths: * The Lengthsmen's visit on 17th/18th December was only partially successful. * An Order was made on 12th December to add the footpath at OS grid reference SU216266 leading up to Pepperbox Hill to the definitive map of Public Rights of Way. * A quote for the filling and levelling at Maypole Green has yet to be received.

09/03 Planning: * S/2002/2322 - FULL APPLICATION - EXTENSION AND ALTERATIONS AND NEW ACCESS at ST MARGARETS, BUTTERFURLONG ROAD - No Objection * S/2002/1617 - Notice of written appeal against SDC's refusal to grant planning permission. Action: Cllr Amor and Cllr J Wrigley will prepare a response.
* PUBLIC ENQUIRY on 25th November at the Red Lion Hotel, Salisbury - ref: OH1011652 - GOODS VEHICLE (LICENSING OF OPERATORS) ACT 1995 - it was noted that the application had been approved subject to a 7.5 tonne weight limit and the existing operating hours restriction imposed by SDC.
* The PC noted the 1996-02 schedule of planning applications supplied.
* 21st Jan - SDC Councillors' Training Seminar on Planning - Cllr Read and Cllr J Wrigley will attend.

10/03 Correspondence: * Cllr Wrigley had prepared a list of items that had been discussed at previous PC meetings, the outcome of some of which appeared to be in doubt. Action: the Clerk agreed to prepare a specific response. * Monthly circulars from WALC were noted.

11/03 The next Council Meeting is on Monday, 17th February 2003 in East Grimstead Reading Room.
